Geneva Call has begun to explore the complex relationships that exist between armed non-State actors (ANSAs) and the displaced (both refugees and Internally Displaced People (IDPs)) in situations of armed conflict. What are the positive as well as negative roles that ANSAs can play in respect of displacement, providing protection to the displaced, and support for their return? To answer these questions and respond to the need to fully understand the factors that influence the behavior of ANSAs in this regard, Geneva Call will study the question, collect and analyze data and evaluate relevant case studies to inform both policy and programming décisions.

Projektziele (Französisch)

L'output du projet sera un rapport que Geneva Call publiera d'ici mars 2013. L'outcome sera une meilleure compréhension des liens complexes (pas uniquement négatifs) entre les groupes armés, les personnes déplacées (réfugiés et IDP) dans des conflits armés et les personnes résidentes, qui sont à risque de déplacement. L'impact sera défini par les actions que la DSH, Geneva Call et d'autres acteurs entreprendront en fonction de cette information.
Hypothèse de changement : une recherche sérieuse sur le sujet nourrira le débat interne à la DSH (HUPO) et public ; parce que la question a été jusqu'à présent très peu/mal traitée, l'intérêt d'organisations humanitaires, voire d'organisations multilatérales, devrait être élevé.
