The Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) is the main international instrument for the regulation of international wildlife trade. With 175 Parties to the Convention, it is one of the world?s premier multi-lateral environmental agreements. During the Conferences of the Parties (CoP), delegates consider proposals to make amendments to the Convention to ensure that the proper level of trade regulation is accorded. Decisions taken by the CoP must be based on the best scientific and technical information in order to maintain the credibility of the Convention.

IUCN„s Species Programme, Species Survival Commission (SSC) and TRAFFIC have provided technical assistance to the Parties to CITES since 1987, providing the Parties with an analysis of the proposals to amend the CITES Appendices, which aim to change the level of regulation afforded by the Convention to individual species. To help ensure that adequate information is available, particularly for Parties which do not have the resources or capacity to analyse all proposals themselves, biological and status information is gathered along with trade and use data and measured against the requirements of the Convention. The resulting collation is published as the Analyses of the Proposals to Amend the CITES Appendices ("The Analyses").

For CITES CoP16, IUCN and TRAFFIC will need to produce the assessment in a period of just eleven weeks, starting as soon as Parties submit their proposals, in order for The Analyses to be ready by the end of December for distribution to Parties. This is a shorter period than normal in order to complete the English version by 24th December 2012. The process involves conducting extensive research on various species and their trade, contacting many reviewers, writing, editing and publishing the document in print and online as well as communicating the information at the CoP meeting with the help of our SSC Specialist Group scientists. Last time, to reduce paper, we distributed the full report electronically along with a printed summary document.

For previous CoPs, the Analyses project has been supported by a number of Party Governments. Evaluations based on discussions with Heads of CITES delegations and others at previous CoPs have concluded that the Analyses is a product highly valued by the Parties. In particular, the reputation of IUCN and TRAFFIC for producing objective and scientifically-based work is considered important to ensuring the credibility of the Analyses. IUCN and TRAFFIC are seen by the delegates as uniquely qualified to produce the Analyses, based on a reputation as impartial "third parties", access to professional expertise and international networking capabilities.

The key target audiences for The Analyses are:

1. The Parties - for informing their decision-making

2. CITES Secretariat - to assist in refinement of their recommendations to the Parties

3. Other interested observers - including NGOs, other observers
