Provincial Councils were set up under the 13th Amendment to the Constitution as a solution to the ethnic conflict in Sri Lanka. The present Government has repeatedly committed itself to fully implementing the 13th Amendment although there has been no actual progress. A comprehensive evaluation of the working of Provincial Councils from 1988-2009 is be useful in the current debate; the identification of the real obstacles that lie in the path of the full implementation of the 13th Amendment will be of use to devolution practitioners and policy makers as well. The evaluation report will be disseminated widely and discussed with central and provincial stakeholders, political parties and civil society organizations.
