Ziel der durch die Schweiz an der letzten Vertragsstaatenkonferenz angeregten Analyse ist es den im Jahresbericht rapportierten Handel mit künstlich vermehrten Pflanzen des CITES Anhangs II zu bewerten. Dies punkto Effizienz und Effektivität des Reportings. Zudem soll die Problematik des illegalen Handels mit solchen Pflanzen beleuchtet werden. Als Resultat der Analyse soll der Vertragsstaatenkonferenz Empfehlungen unterbreitet werden wie mit diesem Reporting in Zukunft umgegangen werden soll.

To assess the degree and consistency to which CITES Parties report on trade in artificially propagated plants in Appendix II, identify evidence for illegal trade from CITES trade data and elsewhere, and analyse existing binding and non-binding reporting requirements as defined by the Convention

Aims and activities The aim of this project is to assist the Secretariat in   the implementation of Decision 14.39 (Rev. CoP15). The key activities identified in order fulfil objective a) are to: ·         extract data from the UNEP-WCMC CITES Trade Database for artificially propagated plants listed in Appendix II for the most recent 10 years of data (2001-20010) for source codes A, W and I; ·         assess the degree and completeness of reporting of trade in artificially propagated plants listed in Appendix II by Parties in their annual reports. Trade data will be assessed against the reporting requirements adopted for other Appendix II species (as outlined in Resolution Conf. 12.3  - Permits and certificates), for example, use of full species names or higher taxa, source and purpose codes, type of specimen (term), quantity in trade, country of export/origin and country of destination; ·         consult existing correspondence received by UNEP-WCMC from Parties over the past two years to gain additional information on annual reporting practises which refer specifically to artificially propagated plants; ·         compile and distribute a short questionnaire (no more than 5 questions) on reporting practises to Parties which have been identified as major exporters of artificially propagated plants listed in Appendix II from the trade data extraction, then collate and analyses responses. The questionnaire would provide Parties with an opportunity to express any problems encountered in reporting trade. It would be distributed to Parties in the three working languages of the Convention; ·         draw conclusions on reasons for any reporting discrepancies where possible. Activities identified to in order fulfil objective b) are to: ·         analyse data on seizures of artificially propagated plants of Appendix II species contained within both CITES annual reports (2000-2009) and biennial reports for the period 2007-2008; ·         analyse trade trends in detail for Appendix II plant species which are reported to be artificially propagated (e.g. shifts in source codes reported over time, discrepancies in exporter and importer data especially with regard to source, direct trade where the exporter is not a range State); ·         conduct a short literature review to gather additional information on the existence and extent of illegal trade in artificially propagated Appendix II species. Activities identified to in order fulfil objective c) are to: ·         summarise all existing reporting requirements relevant to Appendix II artificially propagated plants and categorise them as either binding or non-binding, consulting the Convention text and Resolutions. ·         make observations on reporting practises and the existing requirements of the Convention.
