The report concludes that the Swiss Agency for Development and Cooperation (SDC) is well positioned to work in fragile and conflict affected states. It has the right mixture of approaches and good instincts operationally. To achieve this potential, however, SDC needs to become more flexible and needs to compliment its technical efforts with political understanding and positioning.
