Das Projekt Erarbeitung der NDP ist ein Projekt des Schweizerischen Ingenieur- und Architekten-Vereins (SIA) mit Partnern aus Verwaltung und Privatwirtschaft. Hauptprojektpartner sind neben dem SIA die Bundesverwaltung, privatrechtliche Bauherren, Berufsverbände und Industriepartner.
Ziel des Projektes ist es, bis Ende 2012 für einen wesentlichen Teil der europäischen Tragwerksnormen die sogenannten national festzulegenden Parameter (NDP) zu erarbeiten und die wichtigsten davon auch zu begründen. Welcher Anteil der existierenden 58 europäischen Tragwerksnormen bearbeitet wird, richtet sich nach den Interessen der Projektpartner und nach den vorhandenen Mitteln.
Die Projektleitung ist für die Zielerreichung verantwortlich. Die Koordination der Erarbeitung der NDP erfolgt durch die Teilprojektleiter, die eigentliche Erarbeitung durch beauftragte Sachbearbeiter. Die der SIA-Kommission für Tragwerksnormen (KTN) unterstellten Normkommissionen der schweizerischen Tragwerksnormen nehmen die Aufgaben eines Spiegelausschusses wahr. Ein Lenkungsausschuss dient der Steuerung und dem Informationsaustausch zwischen der Projektleitung und den Projektpartnern.
Die von den Sachbearbeitern erarbeiteten NDP werden von der Projektleitung formal und von den Spiegelkommissionen fachlich geprüft. Eine, öffentliche, allenfalls vereinfachte Vernehmlassung ist vorgesehen. Nach dieser Vorprüfung werden die NDP von der KTN formell frei gegeben und vom SIA Generalsekretariat dreisprachig publiziert (d/f/e).  Der gesamte Aufwand für das Projekt wird auf rund 1.3 Millionen Franken veranschlagt. Davon entfällt ein Drittel auf Arbeiten im Volontariat und nicht in Rechnung gestellte Leistungen. Die Finanzierung muss weitgehend durch interessierte Kreise (Behörden, Bauherren, Industrie) sicher gestellt werden.

The development of the nationally determined parameters (NDPs) is a project of the Swiss Association of Engineers and Architects (SIA) in partnership with administrative departments and private industry. Besides the SIA the leading partners of the projects are the federal administration, private clients, professional associations and industry partners. The aim of the project is to define and, for the most important of them, also give a justification of the NDPs of the structural codes by the end of 2012. The contingent of the processed codes among the 58 existents european structural codes will be chosen according to the interests of the project partners and the financial means. The project management is responsible to achieve the aim. The coordination concerning the formulation of the NDPs is responsibility of the subproject management while the formulation itself is processed by the instructed responsible person. The Swisscodes-Committee for structural codes is subordinated to the SIA-Committee for structural codes (KTN) and carries out the function of a mirror committee. A steering Committee provides the control and the exchange of information between project management and project partners. The NDPs formulated from the instructed responsible person have to be formally controlled by the project management and the mirror committee. It is intended to publish a simplified consultation. After this design approval the KTN will confer the formal right to adopt the NDPs which will be published from the general secretariat of SIA in three languages (German/French/English). The total cost of project is estimated to 1.3 Mio. CHF. A third of this amount drops because is represented from voluntary service and not computed benefits. The financing have to be widely assured by interested institutions (administration, clients, Industry).

Die Eurocodes wurden in der Schweiz zusammen mit der Publikation der nationalen Vorworts eingeführt und sind seit einiger Zeit beim SIA verfügbar. Um die Anwendbarkeit dieses Normenwerks zu vereinfachen ist es notwendig, dass die national frei wählbaren Parameter, welche eine Abstimmung der Eurocodes auf die Bedürfnisse und Eigenheiten unseres Landes ermöglichen, festgelegt werden. Die Festlegung der NDP für die wichtigsten Normenteile stellt das Kernziel des vorliegenden Projekts dar, welches bis Ende 2012 erreicht werden sollte. Mit der konzisen Festlegung dieser Parameter kann gewährleistet werden, dass es seitens einzelner Bauherren oder Projektierenden nicht zu willkürlichen Festlegungen kommen kann, und unerwünschte Abweichungen im Sicherheitsniveau ausgeschlossen werden können. Durch die Erarbeitung der NDP soll im Weiteren die Grundlage für eine Intensivierung der Mitarbeit in den europäischen Normengremien geschaffen werden. Es ist das Ziel die Weiterentwicklung des europäischen Normenwerks im Anschluss mitzuprägen und die in der Schweiz weit fortgeschrittenen Erkenntnisse im Bereich der Tragwerkserhaltung einfliessen zu lassen.

The introduction of the Eurocodes in Switzerland was accompanied by a national foreword. The Eurocodes are since a while available at the SIA. To simplify the application of this Standard it’s necessary to define the nationally determined parameters (NDP), which allow to adapt the Eurocodes to specific swiss requirements and peculiarities. The aim of the present project is to define the NDP for the most important parts of the Eurocodes by the end of 2012. The concise formulation of these parameters aims to avoid arbitrary choice by authorities and designers, which could cause undesirable discrepancies in the determination of structural safety. The determination of the national Parameters provides a basis for the improvement of collaboration inside European Technical Committees. The further aim of the project is to cooperate in the further development of the Eurocodes and to bring in the advance swiss knowledge in the range of maintenance and repair of structures.
