To increase road safety for road users, one can improve the infrastructure, the vehicle or the behavior of road users. The improvement of the behavior of drivers is the goal of this project. It explores ways how driving may result in a reduction or increase in insurance premiums.
A first step consists of six main topics of research to be analyzed, identified and documented in the context of this project. New behavior based premium models (eg pay as you risk) are examined with respect to
• Acceptance by drivers and data protection,
• Motivation of stakeholders (insurance companies, operators of road transport, vehicle manufacturers, data protection commissioner, etc.)
• Definition of safe and unsafe driving behavior,
• Type of incentive (monetary, normative, etc.)
• Ability to increase road safety and
• Technical implementation (eg, measurement of driving behavior).
In a second step, the desired requirements for a possible conceptual incentives model for Switzerland are verified with decision-makers of the stakeholders (insurance companies, operators of road transport operators, vehicle manufacturers, data protection commissioner, etc.).
In a last step, the validated requirements are used to develop a possible conceptual incentives model for Switzerland and the feasibility is examined by experts.
