Der Klimaschutz erhält auch in der Landwirtschaft Einzug: Bislang ist der Fokus der Anstrengungen zur Reduktion des Ausstosses klimarelevanter Gase in der Schweiz auf CO2 gelegt worden. Daneben existieren aber eine Reihe weiterer Treibhausgase, unter anderem Methan, welches 21 Mal klimaschädlicher ist als CO2. Methan fällt beispielsweise bei der Lagerung von tierischen Exkrementen an. Bei einer Verwertung des anfallenden Hofdüngers in einer Biogasanlage wird das Methan allerdings in gasdichten Behältern gesammelt und in einem Blockheizkraftwerk (BHKW) in elektrische und thermische Energie umgewandelt, wobei das Methan in den Motoren vernichtet wird. Somit gelangt es nicht mehr in die Atmosphäre und trägt so zum Klimaschutz bei.

The need to protect climate reaches the agricultural sector: So far Switzerland focused its efforts almost exclusively on the reduction of carbon dioxide as the most important greenhouse gas. Besides, there are some other harmful ghg like methane, which for example is more than 21 times more aggressive compared to CO2. As an example, methane results from stocking animal slurry and manure. By using these excrements in a biogas plant, methane is collected in gas-tights vessels and is transformed to electric and heat energy in a gas-powered combined heat and power unit. During this process, methane will be transformed and destroyed completely and cannot be emitted into the atmosphere anymore. The system thus contributes to climate protection.

Anhand dreier Biogasbauprojekte werden die organisatorischen, wirtschaftlichen und insbesondere die technischen Grundlagen geschaffen, um landwirtschaftliche Biogasanlagen als Klimaschutzprojekte nach der Bundesvollzugsweisung „Klimaschutzprojekte in der Schweiz“ zu registrieren. Die erzielten Treibhausgasreduktionen in CO2-Äquivalenten sind ein erster Schritt, um auch den Sektor Landwirtschaft aktiv in die Anstrengungen um den Klimaschutz einzubinden. Zukünftige Biogasprojekte, welche die Grundanforderungen erfüllen, können von diesem Projekt resp. den im Rahmen dieses Projektes entwickelten Grundlagen profitieren und sich durch die gebündelte Vermarktung der entstehenden CO2eq-Reduktionspapiere selbst finanzieren. Desweiteren trägt das Projekt dazu bei, zusätzlichen Hofdünger als Biomasse-Energieträger zu nutzen, ohne dabei seine Eigenschaft als Pflanzennährstoff (Dünger) zu verlieren. Durch die Realisation solcher Projekte werden lokal und regional Beschäftigungsmöglichkeiten geschaffen und die Wertschöpfung im ländlichen Raum gestärkt.

On the basis of three projected biogas plants, organizational, economical and technical bases will be created in order to register agricultural biogas plant as officially acknowledged projects to protect climate. The legal regulation for projects containing methane reductions appeared in late 2008 and is termed “Climate protection projects in Switzerland”. The resulting reductions of CO2-equivalents also mean a very first step for national agriculture sector to integrate itself in the efforts of reducing ghg. Future biogas plants will heavily benefit from the knowledge of this trial, if they conform to the required basic specifications for climate protection projects and thus, future projects will be able to self-finance. Furthermore, the entire project contributes to an additional use of animal waste and slurry as a renewable energy source, without losing its important and original role as a valuable fertilizer. In addition, the realization of those kinds of typically rural projects keeps the added value in peripheral regions and supports local and regional employment.

Die Basisgrundlagen und die technischen Tools sind erarbeitet worden und für die Umsetzung des Projektes konnten interessierte angehende Biogaslandwirte gewonnen werden. Ökostrom Schweiz hat in enger Zusammenarbeit mit diesen Landwirten und einem Technologiepartner die landwirtschaftlichen Klimaschutzprojekte zu jedem Zeitpunkt und auf jeder Stufe im Zyklus eines inländischen Klimaschutzprojektes nach Vollzugsweisung begleitet und gemanagt.

The project’s basics and the technical tools have been completely elaborated. For the concrete field implementation of the project, upcoming and highly interested energy farmers have been found. Oekostrom Schweiz is managing and attending these agricultural climate protection projects at every point in time and on every step of the cycle in collaboration with the farmers and an external technology partner, according to the FOEN’s directive.

Gesamtablauf von sogenannten Domestic Offsets, also inländischen Klimaschutzprojekten nach der Ende 2008 erschienenen Bundesweisung „Klimaschutzprojekte in der Schweiz“, welche erstmals nicht nur reines CO2, sondern auch sämtliche anderen anerkannten Treibhausgase miteinbezieht. Dieser Ablauf beinhaltet die gesamte Entwicklung von der Pre-Projekteingabe als Entwurfspapier bis zur Zertifizierung der resultierenden CO2-Reduktionspapiere. Durch die enge Zusammenarbeit mit den involvierten Bundesämtern wird mitgeholfen, die oben genannte Weisung periodisch und aufgrund der in der Praxis gemachten Erfahrungen zu ergänzen, aktualisieren und anzupassen.

Knowledge about the entire cycle of domestic offset projects (interior climate protection projects) based on Swiss Federal Office for the Environment (FOEN)’s directive “climate protection projects in Switzerland”, published in 2008. The directive for the first time includes all other greenhouse gases beside pure carbon dioxide to officially accepted reduction projects. This cycle contains the entire development from the pre-application as a draft-document up to the final certification of each ton of effectively achieved reduction. By the close cooperation between the involved federal offices, farmers, experts and our organization, the project helps to improve the practical implementation of the directive and contributes with its experience to complete, actualize and to adapt the existing directive.

Von den Biogasprojekten konnten zwei der drei Pilotanlagen bereits als Klimaschutzprojekte umgesetzt werden. Die Dritte steht kurz vor dem Spatenstich. Erstere beiden haben umfangreiche und wertvolle Daten und Erkenntnisse geliefert, welche kommende Bauprojekte massgeblich unterstützen werden. Die Monitoringhardware wurde ausgewählt und befindet sich nun in der Test- resp. bereits in der Auswertungsphase. Die verschiedenen Phasen im Ablauf eines Klimaschutzprojektes konnten bislang alle erfolgreich abgeschlossen werden. Aktuell beschäftigt sich das Projektteam schwergewichtig mit dem Management des Monitorings. Bis Ende 2010 werden auch aus dem Monitoring bereits die wichtigsten Schlüsse gezogen werden können.

Two of the three trial projects could already have been transposed. The third project begins with the construction work in brief. Each of the first projects provided comprehensive and valuable data and cognition, which also directly supports upcoming future projects. Hardware for monitoring has been evaluated so that we already are testing respectively analyzing the results. So far, the different phases of the cycle according to a climate protection project have been successfully completed. Currently the main focus for the team is to manage the monitoring phase and until the end of 2010, all important conclusions should be available.
