Der Bericht gibt einen Überblick über die Weiterentwicklung des Importsystems für Fleisch. Die Empfehlungen beruhen auf der bekannten Erkenntnis in der Ökonomie, wonach ein Einzollsystem gesamtwirtschaftliche Vorteile aufweist gegenüber Zollkontingenten, bei denen der Wettbewerb nicht richtig funktioniert. Unvollkommener Wettbewerb benachteiligt Konsumenten und Produzenten. Im Zuge der handelspolitischen Bestrebungen auf multilateraler und bilateraler Ebene müsste das Importregime für Fleisch wie folgt weiterentwickelt werden: Im Falle eines Abschlusses der WTO Doha-Runde hätte die Schweiz die Zölle ausserhalb des Kontingents soweit abzubauen, dass das Niveau des Einzolls erreicht wird. Wenn der Einzoll über dem WTO-notifizierten Kontingentszollansatz liegen soll, müsste ein Dekonsolidierungsverfahren eingeleitet werden. Im Falle einer bilateralen Öffnung mit der EU, müsste die Schweiz den Schutz gegenüber den EU-Ländern schrittweise abbauen. Um gegenüber Drittländern eine nachteilige Handelsumlenkung zu vermeiden, hätte die Schweiz allen Nicht-EU Ländern den Marktzutritt im bisherigen Umfang mittels Zollkontingente zu gewährleisten. So lange jedoch die Verhandlungen in der WTO und mit der EU nicht abgeschlossen sind, sollte das bisherige System der Versteigerung nicht geändert werden, wie dies die Fleischbranche fordert.

The report gives a strategic synthesis about the further direction of the Swiss import system for meat. The recommendations base on the old insight of economics that single tariffs cause far less welfare losses than tariff quotas. The most detrimental effect of tariff quotas with prohibitive out-of quota tariffs is the lack of competition which burdens consumers and increase the pressure on producer prices. Therefore, the two main axes of Swiss trade policy – multilateral and bilateral agreements – imply the need to reform the import system in the following way: In case of a successful conclusion of the WTO Doha Round Switzerland could implement single tariffs for meat by reducing the out-of quota tariffs on the target level of the new tariff. If the new tariff should exceed the in-quota tariff Switzerland had to implement a deconsolidation procedure as it is required by the WTO commitments. In case of the bilateral trade liberalization with the EU, Switzerland would open the market with all EU countries gradually. In order to avoid trade diversion Switzerland had to grant imports from third countries through tariff quotas based on previous import quantities. As long as the negotiations in the WTO and with the EU are not concluded there is no need to change the present system of quota-auction as it has been claimed by some exponents of the Swiss meat industry.
