Auch die Schweiz hat ein Interesse daran, dass die Veränderungen in China kontinuierlich und schrittweise vor sich gehen. Dieses Programm kann einen wichtigen Beitrag dazu leisten, die Entwicklung Chinas auch im sozialen und politischen Bereich zu begünstigen.

In the context of the reform and transition towards a socialist market economy, the People's Republic of China is engaging in efforts to modernise its public administration system. The purpose of the reform, that has been initiated in 1982, is to rationalise the administrative system, to streamline government organisations, to reduce the size of the staff, to raise administrative efficiency, to improve personnel quality, and to develop human resources. A major component of the public administration reform is the reform of the personnel management system. The management and development of human resources is recognised as a key to the success of the public administration reform. In 2001, the Human Resources Development Plan was approved by the Central Government. This plan emphasises the importance of human resources development, the need to strengthen the quality of human resources, and the necessity to encourage the development of talents.

The Sino-Swiss management training programme was initiated in 1994, with the aim of facilitating the implementation of China's public administration reform, by enhancing capacities for human resources management and development, as well as training in the public sector. Responsible for the project is the China Training Centre for Senior Management Officials (CTCSPMO) in Beijing. The project is now in its third phase, which is planned to last altogether from 01.2004-12.2008.

The specific purpose of the programme is to introduce advanced management theories and methodologies in order to promote the upgrading of the performance and competence in the public sector of China. The target group comprises senior personnel management officials at central, provincial and municipal levels, training managers and trainers from central and provincial training institutions, and the academic staff of the training institution CTCSPMO.

The activities of phase 3 comprise tailor-made training programmes, including provincial training programmes; visits and in-house seminars in public administrations, public and private enterprises in Switzerland and other European countries; academic exchange; and practice-oriented seminars.

Action-Learning as a learning strategy proved to be efficient and successful results were achieved on provincial level. E.g. in Sichuan: a significant change was achieved in multi-department cooperation, systematic planning and implementation of changes (real application of change management) and individual work and learning; or more precisely: as an outcome of the training policy proposals on eco-tourism, or water environment management were successfully developed and implemented.

The 5th Joint Review rates the overall impact of the programme as very good. Visible progress with first sustainable results has been achieved such as: The courses considerably influence the intercultural understanding and the reflection in the daily work, and offers new approaches for the work. The review strongly recommends the continuation of the programme with a fourth phase starting in 2009.

The programme is implemented on the basis of a cost-sharing arrangements with the Chinese partners, where both SDC and CTCSPMO cover part of the costs of the programme.

General objectives

The purpose of the Cooperation Programme is to introduce advanced management theories and methodologies in order to promote the upgrading of the performance and competence in the public sector and to contribute to the implementation of the five-year cadres training plan in the public sector of China. In pursuance of the purpose to introduce advanced management theories and methodologies, the third phase of the Sino-Swiss Management Training Programme (1/2004 – 12/2008) continues to focus on the following objectives:

· to introduce modern human resources management and training techniques to the public sector

· to contribute to policy-making in the public sector of China

· to contribute to the transformation of the public sector of China

· to strengthen the capacity of CTCSPMO to promote human resources management methods and to deepen the skills of training and management research of the TOT and ME graduates.

The activities comprise tailor-made training programmes, seminars and academic exchange in China and in a number of European countries. The target groups include senior and mid-level personnel management officials, professionals from relevant universities, trainers, and CTCSPMO staff. In addition to the central programme that includes participants form all over China, provincial components (Action Learning Programmes) are being implemented. In 2004 and 2005, such a programme took place in the Western province of Qinghai, another is currently being developed in the province of Sichuan (2005 – 2007), as well as in the province of Inner Monogolia (2006 to 2008).

Programme Activities in 2008

The activities of phase 3 comprise:

· tailor-made training programmes

· visits and in-house seminars in public administrations, public and private enterprises in Switzerland and other European countries

· academic exchange

· practice-oriented seminars.

· preparation of fourth phase according to a clearly defined planning platform

The approach to implement these activities is practice-oriented, i.e. based upon action learning, and learning by doing. In order to meet the specific needs of different target groups, study visit, training programmes and in-house seminars are respectively designed for each target group. The programme is prepared in a way that the training programmes in China and Europe are complementary and well integrated.

Target Groups

Senior Study Visit Group (SV - 1 group in 2008):

· Senior officials in charge of development, selection, and promotion of leaders and cadres, in charge of policymaking in the field of human resources development

· Middle and senior level officials and experts involved in the above-mentioned field

Senior Executives Training Group (SE – 2 groups in 2008):

· Officials at the director-general level from central and provincial government, in charge of long-term development, selection, and promotion of leaders, and policy-making in the field of human resources management

· Officials at the prefectural level, in charge of urban planning, social community management, transportation, public utilities, tourism, banking, insurance, telecommunications, environmental protection, etc.

· Senior personnel management officials from the central and provincial government

· Professionals in the relevant universities and academic institutions

Train of Trainers Group (TOT – 1 group in 2008)

· Trainers from training institutions at the central and/or provincial levels, as well as CTCSPMO professionals

Action Learning Group for Western Provinces (AL – 2 groups in 2008)

· Officials in the Western provinces of China (2008: Sichuan Province - 3 training blocks by foreign experts in the province; 2008: Inner Mongolia Autonomous Region) in charge of human resources development, tourism and environmental protection, enterprises management, public services, new approaches of industrialisation, social security, regional development, agriculture, and animal husbandry industry

Academic Exchange Group (AEx – 1 group in 2008)

· Training managers and trainers in CTCSPMO and other academic institutions

Follow-up Training Seminars (FTS)

· Graduates from TOT and ME groups of previous phases of the programme.
