task 5.2/17 of Transport RTD of the EU: "Identification and evaluation of the interdependence of various components of the urban transport system on the occupancy of cars. Determination of areas and corridors where measures to increase car occupancy are to be taken".
The occupancy of private cars is still decreasing, particularly in the commute traffic. Considering that the environmental and the economic costs are practically the same, whether one or two persons are using a car, public interest in an increase of the occupancy of cars is obvious. In Europe, the alternative to single occupancy driving is primarily public transport. However, public transport often reaches its capacity and new ways to handle the growing demand for mobility have to be found.
The European consortium, to which this project belongs, presents a choice of pragmatic demonstration projects drawn up by national researchers or research groups and a number of work packages, which help to solve problems that may appear in several demonstration projects. The Swiss contribution aims at a relatively small step in favour of HOVs (HOV = High Occupancy Vehicle), which is easy to understand, and possible to realize without major investment or new legislation. It deals with a more efficient use of parking facilities at railway stations, administration buildings and fairs. The Swiss ICARO-project analyzes how recommendations of ICARO could apply in Switzerland and how the Swiss legal and institutional conditions compare to the ones in other European countries with regard to the measures possible.
