Die Strukturentwicklung im Sinne der Abnahme der Anzahl Landwirtschaftsbetriebe nimmt in der Diskussion um das Tempo von Reformen im Agrarbereich eine wichtige Stellung ein. In der Botschaft zur Agrarpolitik 2011vom Mai 2006 geht der Bundesrat davon aus, dass eine Abnahme des Nettounternehmenseinkommens von rund 2.5 Prozent pro Jahr eine sozialverträgliche Entwicklung der Landwirtschaft erlaubt. Dabei wird eine analoge Abnahmerate der Betriebszahl angenommen.
Die Entwicklung der Anzahl Betriebe ist in hohem Masse durch die Altersstruktur der Betriebsleiter und Betriebsleiterinnen erklärbar. Das verfügbare Datenmaterial wurde bisher für die Analyse und Prognose der Strukturentwicklung nur teilweise ausgeschöpft.

Structural change in the sense of the decrease of the number of agriculture enterprises plays an important role in the discussion about the speed of reforms in the agricultural sector. Presenting the „Agrarpolitik 2011“ in May 2006, the Swiss Federal Council assumes that an annual reduction of the net enterprise income of approximately 2,5 per cent would permit a socially acceptable development. This implies a similar reduction rate of the number of farms.
The development of the number of enterprises is to a considerable degree explainable by the age structure of the farm managers.
The available data for the analysis and prognosis of the structural change was only partly exhausted so far.

1. Die Entwicklung der Anzahl Landwirtschaftsbetriebe und der Betriebsstruktur, insbesondere der Altersstruktur, wird für die Jahre 1990 bis 2004 beschrieben und mit Hilfe der betriebsdemographischen Zusammenhänge erklärt.
2. Für die kommenden Jahre wird eine Prognose der Anzahl Betriebe und der Betriebsstruktur, insbesondere der Altersstruktur, vorgenommen.

1. The development of the number of agriculture enterprises and the farm structure, in particular the age structure, is described for the years 1990 to 2004 and explained in the context of business demographics.
2. For the coming years a prognosis of the number of enterprises and the farm structure, in particular the age structure, is carried out.

Die Projektziele sind erreicht.
Auszug aus den Ergebnissen:
· Ex post Analyse zeigt aufgrund der Altersgrenze für den Bezug von Direktzahlungen einen massiven Rückgang der älteren Bewirtschafter. Die Einführung dieser Altersgrenze hat auch zu häufigeren Eintritten junger Bewirtschafter geführt und dadurch das betriebliche Wachstum verlangsamt.
· Die Simulation einer möglichen zukünftigen Entwicklung deutet auf eine relativ konstante Abnahmerate der Betriebe hin.
· In der Landwirtschaft bergen staatliche Instrumente mit Altersgrenzen allgemein Risiken, dass die langfristige Strukturentwicklung entgegen der ursprünglichen Zielsetzung beeinflusst wird.

The aims of the project are achieved.
Extract from the results:
· Ex post analysis shows that the age limit for receiving direct payments leads to a substantial decrease of older farm operators. The introduction of this age limit also led to more frequent entrances of young operators and has therefore slowed down farm growth.
· From the Simulation of a possible future development there is evidence that the decrease rate of farms remains relatively constant.
· In the agricultural context, governmental measures with age limits generally bear risks that the effects on the long-term structural development are contradicting the original objectives.
