Herr Jean-Laurent Pfund wird als Experte von der Organisation Intercooperation während drei Jahren in Bogor zwischen den CGIAR-Organisationen CIFOR (Centre for International Forestry Research) und ICRAF (World Agroforestry Center ein Biodiversitäts-Plattform aufbauen, d.h. eine Einheit zwischen dem eher landwirtschaftlich ausgerichteten ICRAF und dem eher forstwirtschaftlich orientierten CIFOR, die sich mit der Erhaltung der Artenvielfalt im ländlichen Raum beschäftigen wird.

CIFOR, as a CGIAR (Consultative Group of International Agricultural Research) center, has had a long-standing partnership with SDC’s Natural Resources and Environment division (SDC/NRE) in biodiversity and forestry related-issues and also regularly collaborates with other Swiss institutions (BUWAL, ETHZ, WSL, Intercooperation, etc.). SDC/NRE supports have been meant, amongst other things, to strengthen the link between forestry research and poverty alleviation and to facilitate synergies between practitioners, especially from Swiss-funded programmes, and researchers. A few years ago, an external analysis was commissioned by CIFOR and ICRAF and proposed to approach biodiversity issues at a large scale, i.e. the landscape or “working landscape”, and to integrate these issues in forestry and agroforestry activities at this people-related level.

The launch of a common Biodiversity Unit was proposed to both CGIAR centers to join their efforts for linking biodiversity conservation issues with socio-economic development considerations.

The research center of Bogor, Indonesia, is seen as the best location for the Biodiversity Unit as CIFOR headquarters and the regional office of ICRAF are based there. Both institutions will easily be able to develop common research and to gather the adequate findings. The commonly proposed means of launching as well as supporting the working of the Biodiversity Unit is through the involvement of a Swiss scientist in the Unit. From the Swiss side, Intercooperation (IC) will administer the project, as the foundation provides a link between CIFOR, SDC/NRE and the applied projects. IC has a long-term backstopping mandate with SDC/NRE in the corresponding topics and its Deputy Director is a member of the Board of Trustees of CIFOR.

The support for the launch of a joint CIFOR-ICRAF Biodiversity Unit covers a phase of three years, from January 1st, 2006 to December 31st, 2008. The total budget is CHF 708'000.-

Objectives

The objective is to launch a joint CIFOR-ICRAF Biodiversity Unit and support its staff and activities in assessing opportunities and facilitating the implementation of biodiversity-friendly and pro-poor rural management decisions.

 

Specific objectives

q       Develop ways to facilitate forest landscape management benefiting poor populations, amongst others through a sustainable valuation of biodiversity products and services;

q       Build bridges between the research centers in multidisciplinary biodiversity research tasks, in integrating issues stemming from development concerns and in maintaining regular links with practitioners;

q       Follow up of SDC-funded projects in the institutions and develop, on request, exchanges with on-going SDC development programs;

q       Maintain regular information exchanges with the SDC/NRE division, especially on knowledge management methods.

Dr. Jean-Laurent Pfund from Intercooperation in Bern will be charged with the creation of a Biodiversity-Platform in Bogor between the two CGIAR-centres CIFOR and ICRAF. A unit that will explore the possibilities for conservation of biodiversity in rural areas, where natural ecosystems meet agro-ecoystems.

Die Biodiversitätsplatform hat die Aufgabe, aus ihrer Forschungstätigkeit Beratungsinstrumente für Praktiker und für die Politikreform zu entwickeln und diese Beratungsinstrumente anzwenden und zu verbreiten.
