Summary

SDC has been a major development organisation in livestock related development issues in India for nearly four decades. Over the years, the approaches have gradually evolved from largely technical ones to livelihood system based intervention strategies. This very long involvement has allowed SDC, and later together with Intercooperation (IC), to accumulate experiences and vast expertise in livestock development both in the narrow sense of technical issues, but more importantly in the larger sense of livestock as important part of the livelihood systems of the rural poor in India. SDC enjoys sound credibility and good reputation among all stakeholders of livestock production in India.
In the evolving new Country Programme of SDC, support to field based livestock programmes in the States will gradually be phased out. However, in order to capitalise on the accumulated experiences, strengths, reputation and leverage of SDC in this sector and in considering the demands by important key-actors, SDC would like to respond to this challenge through a new approach, with a lower financial investment.
The programme aims to capitalise on SDC’s experiences, competence and credibility in livestock sector in India to significantly influence the frame conditions in order that the priorities and challenges of the rural livelihood systems are effectively addressed
The following areas have been identified as potential programme thrusts: Livestock Policy Development, Service Delivery Systems, Livestock – Environment Interactions, Formal Education, Knowledge Networks and Research Partnerships and Human and Institutional Development.
The rural poor dependent on livestock for their livelihood will be in focus. The programme will work with key actors, facilitating their activities in the defined thrust areas. Potential partners will be Government and private institutions (NGOs, enterprises, institutions, etc.), research and resource organisations and international initiatives.
IC will implement the project. The Swiss College of Agriculture (SHL) will be mandated with a backstopping assignment and support the programme on methodological and technical issues.
The programme will work based on annual plans of operation. These plans will be developed in close collaboration with the project partners concerned. A Steering Committee will advise the programme on strategic issues and will approve yearly plan of operations. All findings and results of CALPI will be documented and made available through established channels to a wider public. Monitoring of the programme will follow the established Planning, Monitoring, Evaluation and Transference into Action (PMET) principles. During programme implementation, indicators to measure the effects will be developed.
SDC’s reputation and credibility in livestock development issues, its involvement in poverty oriented natural resources management programmes and their networks with national and international development initiatives are considered as opportunities. Potential reluctance from the Government agencies to adopt the legal framework for the reforms in the service delivery systems and the rapid globalisation of the market for livestock products are considered as risks.
The programme outlook is for a minimum of five years, split into two phases. The current proposal provides for implementation of the programme in the first phase of three years ie. May 2002 to April 2005 at a total cost of CHF 2,700,000.

The overall goal of CALPI will be to capitalise on experiences, competence, credibility, reputation and demand to positively influence frame conditions in the livestock sector in order to effectively address the priorities and challenges of the rural livelihood systems.

Capitalisation of Livestock Programme Experiences – CALPI

 

CALPI is a programme which is mandated to capitalise on the rich experiences and credibility of SDC in the livestock sector, to support local stakeholders to significantly influence legal and economic frame conditions in the livestock sector in favour of the poor. CALPI presently works on several thrust areas such as Livestock Policy Development, Livestock Service Delivery Systems, Veterinary and Animal Husbandry Education, Livestock-Environment interactions, Knowledge Networks and Research Partnerships, Livestock Products Marketing and Human and Institutional Development. The programme supports projects/ partners at macro and meso level and to some extent micro-level, through action research, networking, pilot activities, workshops, advocacy etc. The programme is implemented through Intercooperation.

 

The annual average budget allocation to this programme from SDC is of the order of CHF 800,000
