The central concern of the project is to examine how far non-traditional modes of co-operation that emerge in internal policy-making in the first place actually transcend the circle of the member states and find entry into institutionalised forms of co-operation with third countries (Morocco, Norway, Russia, Switzerland, Tunisia and Ukraine). With its focus on new modes of governance in the EU's external relations, this project seeks to contribute an external view to the integrated project. Drawing a parallel between internal developments in the governance of the two policy fields (Transport policy and Justice and Home Affairs) and the approach and instruments adopted in relations with third countries in these policy fields, the project seeks to provide informed answers to the three leading questions of the integrated project:
- Why, under which conditions and how do new modes of governance emerge?
- How do they operate and how are they institutionalised?
- What is their impact?
The perspective on the external dimension of internal policies highlights a so-far overlooked aspect of the EU's external relations. Whereas studies on particular regions or countries do highlight the extension of EU policies to third countries, there is no systematic analysis which compares the different strategies developed by the EU to integrate third countries into internal policies in different groups of associated countries.
