Target of the Project is to establish an internet based platform for secure and interoperable eGovernment services concerning small and medium size municipalities in Europe. The project starts in January 2004 and will take 26 work month of the participating partners as there are universities, municipalities, enterprises and institutions in the participating European countries. In order to reach his target the project has to give answers to several questions:
1) Is it possible to develop a secure, interoperable, affordable eGovernment platform that serves the needs of small and medium-sized government organisations (i.e. municipalities) from Europe and enables them to make a next step in eGovernment?
2) Is it possible to develop, maintain and operate secure eGovernment services that would be able to support such organisations across Europe?
3) What are the main political and legal issues that affect the introduction of a secure web-service platform, and can recommendations be made regarding the way the European Union further enhance secure web-services for eGovernment?
4) How can small and medium sized municipalities face current problems (e.g. communication with other municipalities in order to issue documents for immigrants)?
5) How can they offer electronic and mobile services despite their own barriers (e.g. lack of infrastructure, limited expertise, etc.) for all group of citizens (e.g. elder, youngsters, handicapped) recognised and used cross-boarder?
The Department of Information Technology at the University of Zurich is, engaged. in every phase of the project and has tasks in every work package. The main tasks are contributions to analysis of user requirements and legal issues, design and development of the eMayor platform and dissemination of results.
