The key objective of the WINNER project is to develop an advanced ubiquitous radio system concept, addressing the strategic objective 'Mobile and wireless systems beyond 3G'. This concept will provide the wireless access underpinning the knowledge society and eEurope initiative, enabling the 'ambient intelligence' vision.
The vision of a ubiquitous radio system concept is one of providing wireless access for a wide range of services and applications across all environments, from short-range to wide-area. To achieve this efficiently it may be necessary to use more than one radio interface configuration, but the vision is that multiple configurations will be different modes of one system concept. Common technology bases for the configurations will ensure practical implementation and adaptacion.
Compared to other mobile and wireless systems, it will provide significant improvements in peak data rate, latency, mobile speed, spectrum efficiency, coverage, cost per bit and supported environments. The radio interface will make optimum use of spectral resource by techniques like exploitation of the actual channel conditions, and multiple antennas. New networking topologies will support economic system deployment, managing the trade off between performance and infrastructure cost. Support of advanced resource management and handover will ease integration into a generalised radio access network, seamless service provision and global roaming. The concept will be derived by a systematic approach. Taking predicted user requirements, advanced radio technologies will be investigated with respect to different scenarios. The ubiquitous radio system concept will build on the most effective combinations of technologies. The project will contribute to the global research, regulatory and standardisation communities and processes.
