The central aim of SCOUT -03 is to provide best scientific knowledge for international assessments on ozone depletion and climate change for the Montreal and Kyoto Protocols. SCOUT -03 will provide new knowledge to the EU and national governments to develop the European position in discussions related to the Protocols and will help all parties toward policies for sustainable development. This research will maintain the excellence of the European atmospheric science community and lead to further integration of its activities.
A number of anthropogenic emissions, which are important contributors to climate change (CO2, CH4, N2O, particle precursors, etc.) are also important for stratospheric ozone and for surface UV radiation. Our predictive capability relies heavily on models which include climate and chemistry, and which are driven by scenarios of future emissions of the greenhouse gases (CO2, CH4, etc) and aerosol precursors as well as of ozone-depleting substances. The overall project SCOUT -03 is structured into 6 activities. The first four of these directly address these scientific questions. The fifth includes basic laboratory and modelling studies required to achieve the other four. The PSI contribution is a laboratory investigation on the partitioning of nitric acid, pernitric acid and the hydroperoxy radical to ice relevant of the upper troposphere. These species are closely linked to the ozone budget in these regions, and their chemical behaviour has not been sufficiently investigated so far.
