In addressing the SSP task on 'eInclusion and eAccessibility', this project will provide scientific support to a key policy objective of the European Union - that of ensuring that every citizen has the opportunity to participate in and benefit from the Information Society. The main objectives of the project are
· to identify new and innovative policy approaches and measures that will accelerate progress towards eInclusion and eAccessibility in the context of eEurope 2005 and beyond
· to establish a sustainable framework for continued scientific/research and user inputs to European policy formulation in these areas on an ongoing basis.
In order to achieve these objectives the project will:
· develop a research and policy framework that will support a common understanding of the elnclusion and eAccessibility concepts and policy aspects
· establish a comprehensive and quality controlled empirical knowledge base to support all aspects of the policy- making process in relation to eAccessibility and eInclusion, thereby focusing on three topical areas (i) inclusive electronic communication, (ii) access to jobs and employment and (iii) access to public services
· develop a prospective, foresight vision of the new opportunities and threats posed by emerging developments such as multi-platform convergence and ambient intelligence
· design and implement a robust coordination and dialogue mechanism involving institutions, groups and actors from research, policy making, industrial, social and user groups across relevant policy fields and policy levels
· identify 'best practice' examples of policy and research
· make recommendations for innovative, practicable and verifiable policy strategies and implementation measures with realistic and achievable goals
· implement a programme of dissemination and exploitation to ensure that the coordination between the science/research and policy domains continues after the life-time of the project.
