Maize is the most important food crop in the hills of Nepal, where it is grown mainly by small-scale resource-poor farmers. The Hill Maize Research Project (HMRP) was initiated in 1998 to increase the food security of farm families in the hills by raising the productivity and sustainability of maize-based cropping systems. This document establishes a framework for developing and implementing phase II of the HMRP. The objectives of phase II will be to develop a sustained capacity within the National Maize Research Program (NMRP) of Nepal Agricultural Research Council (NARC) to generate and facilitate dissemination of new technologies for poor maize farmers. The primary research partners will be NARC and CIMMYT (International Maize and Wheat Improvement Center), with funding for the project provided by Swiss Agency for Development and Cooperation (SDC). The project will run from January 2003 to December 2007 and will build on the research findings and networks established during phase I. Outputs planned for phase II are: strengthened effectiveness of NARC to develop maize technologies; stronger partnership of NARC with other organizations on developing, testing and delivering new technologies to farmers; increased adoption and farmer access to quality seed of improved maize cultivars; an enhanced understanding of the factors affecting technology adoption; and overall increased productivity and sustainability of maize-based systems of Nepal. CIMMYT will provide technical expertise and, with NARC, help manage the project. With the coordination of NMRP-Rampur, NARC will implement the planned activities in selected hill Agricultural Research Stations (ARSs) and with other institutional partners. The project (Phase II) will fund research, in-country and graduate training, the procurement of equipment, the repair of infrastructure, meetings, and collaborative activities of partners. More than in the past, the project will establish linkages with other maize research programs in the region. Mutual benefits are expected from collaboration with programs in Bhutan and India. Administrative duties of CIMMYT will be gradually devolved to NARC so that the activities of HMRP in subsequent phases can be sustained with a reduced role of CIMMYT.
