Through participatory processes ASARECA defined a Framework for Action for agricultural research in the Eastern and Central African region and identified and ranked commodities and/or factors of production for regional research priorities. Today it is implementing its priorities through its portfolio of 19 regional research networks and programmes, mainly executed through the CGIAR system. ASARECA has streamlined this portfolio according to its strategy and objectives and has gained a lot of confidence with donors and in the nationl policy dialogue in the last years. In 2001 ASARECA signed a Memorandum of Understanding with the OAU-STRC (Organisation of African Unity's Scientific Technical and Research Commission). With the latter, the OAU will assign ASARECA responsibilities that are related to agricultural and natural resource management research, as well as avail it with political, diplomatic and administrative support in its operations among the member countries. ASARECA is considered as THE example in African agricultural research management has proofed to be a well-functioning Secretariat, leading the relevant discussions in agricultural research and development in the sub-region.

Partial Action 1: The SECRETARIAT and Secretariat Based Programmes

a) The Core Secretariat assumes increasing responsibility in programme oversight and support. To accomplish programme development and support in the next 3 years, it requires continued support to deliver the following results: i) Administrative support to the headquarter based NPPs supplied; ii) Forum for innovation in agricultural research for development to the ECA managed; iii) Topical issues and perspectives in the regional and global for a articulated; iv) Programme oversight and liaison with partners and stakeholders provided; v) The Competitive Grants System and the Endowment Fund for R&D managed and led; and vi) Communication on agricultural technologies and innovation in the ECA enhanced.
b) MEAPU has evolved into a pro-active leader in programme planning and M&E. During the next 3 years MEAPU will deliver the following results: i) Frameworks that harmonize planning processes in reference to ASARECA Strategic Objectives are developed and promoted; ii) Priority setting as a basis for resource allocation within and among NPPs is overseen; iii) A harmonized M&E system for ASARECA (Secretariat & NPPs) and accompanied procedures and processes are developed and institutionalized; iv) Mid- and end-term project evaluations are arranged; v) and the ASARECA Competitive Grants System is well managed.
c) ECAPAPA is a leading policy analysis and policy advocacy mechanism for ASARECA. In the next 3 years ECAPAPA intends to generate the following results: i) Key agricultural policy issues are identified and prioritized using a consultative process; ii) Pertinent policy analysis is carried out with collaborators and results are used to backstop policy advocacy in the sub-region; iii) Coalitions based on key policy issues are formed; and iv) A forum for influencing agricultural R&D in the sub-region is provided.

(ii) Partial Action 2: The African Highlands Initiative

AHI has evolved into a regional leader in developing and institutionalizing an INRM approach to improve livelihoods and NRM in the sub region. In the next 3 years, AHI will be consolidating previous investments in delivering the following results: i) Developing and utilization of INRM innovations to advance community participation in watershed management will be ensured; ii) Strategies, policies, and best practices for INRM aimed at development will be facilitated and influenced; iii) Institutional capacity and institutional arrangements for INRM will be strengthened; and iv) The knowledge base of R&D actors by providing INRM information will be enhanced.

ASARECA prepares annual work plans and submits annual work reports and annual expenditure statements. The work plan is subject to approval from the CD where SDC participates together with other donors. A member of SDC Bern or the SDC coordination office in Nairobi represents SDC in these meetings. The reporting so far (both financial and activities) has been of excellent quality and allows a close follow-up from SDC.
