The Irrigate Rice Research Consortium (IRRC) established in 1997 with support of the Swiss Agency for Development and Cooperation (SDC), has provided a platform for partnerships between national agricultural research and extension systems (NARES) and IRRI. This has greatly strengthened the development and delivery of appropriate technologies, and has helped identify and address regional research needs in irrigated rice. Through a collaborative research agenda developed jointly by NARES, IRRI scientists, and other stakeholders, the IRRC strives to contribute directly and indirectly to the Millennium Development Goals. As a continuum of the previous two phases of the IRRC, the vision of the new phase (2005-2008) is for "farmers in irrigated rice-based systems to achieve increased profitability, food security, and environmental sustainability." The goal of the new phase is to "provide an international platform and effective mechanism supporting the research-extension partnership to promote the use of sustainable, benefit-enhancing technologies in irrigated rice-based systems. The proposed IRRC Phase III will have four problem-solving Work Groups (WG) established on the themes that link directly to MDGs: i) productivity and environmental sustainability; ii)increase productivity under water scarce conditions; iii) improving labor productivity; iv) improving postproduction techniques and diverse rice markets. A critical component of Phase III will be a new scheme of the IRRC Outreach Programs (ICOP), which will be led and coordinated by a key NARES partner of the IRRC. In the ICOPs, the WGs and the NARES will contribute collaboratively through expanded activities for validation, integration, and scaling out of principles, approaches, and technology options. The ICOP will be the platform through which the IRRC technologies will be scaled out in collaboration with or through the programs initiated, led, and sponsored by the NARES of that country. The management hub and driving force of IRRC Phase III will be the Management Team (MT) comprising the four WG Facilitators, led by the IRRC Coordinator. The MT will strive to foster the integration of technologies and interaction of the work groups at the local level, and to provide backstopping for the NARES-led scaling-out initiatives. The IRRC Phase III will be governed by a Steering Committee, which will provide direction and guidance to the IRRC. The primary beneficiaries of the IRRC Phase III will be the smallholder farmers and consumers; the NARES (through improved capacity, competence, and impact), small to medium village and township enterprises (though adoption of improved technologies from the IRRC); and local governments (through capacity building, enhanced information and knowledge, broadened partnership, and impact on the local level economy). IRRI will be the implementing agency of the IRRC project, and will have the institutional accountability to the donors and stakeholders.

3.3 IRRC Objectives (1)Establish and strengthen research-extension and multi-stakeholder partnerships. (2)Establish collaborative activities and strengthen the capacity of NARES partners. (3)Develop and provide knowledge and improved approaches and technologies to enable more productive and sustainable production within the different farming communities. (4)Strengthen support to the national and local policy-making process. (5)Provide an international platform for the development and dissemination of promising production principles, knowledge, and technologies.

The activities of the IRRC will be monitored and evaluated through the Steering Committee (guidance), the Management Team (management, networking, and capacity building), the Coordination Unit (facilitation of implementation), four workgroups (implementing activities of problem identification, innovation in technology development, technology verification, and training) and the IRRC Country Outreach Programs (ICOP) (facilitate the wide-scale delivery) components in its structure and operation: Workgroups will prepare annual work plans on the priorities identified by the MT, and consistent with the overall guidelines established by the SC. Plans, developed in close consultation with the MT and NARES, will include specific objectives of the year's work, and specify experiments, experimental design, individual scientist(s) responsible for their execution, and budgets corresponding to the proposed activities. Workgroups will meet annually to assess their progress and develop their plans for the following year based on their accomplishments. On an annual basis a written summary of results from NARES will be compiled by the Workgroup Facilitators for presentation to the ICOP and SC meetings. In these meetings, the IRRC and Workgroup Facilitators will report on progress. An external review of IRRC Phase III will be conducted at the end of the third year of the four-year project.
