During the visit of SDC Director General Walter Fust to China in January 2004, the provincial authorities of Qinghai presented their difficulties with the enrolment of poverty pupils and students into the educational system. The Province of Qinghai has registered 55 ethnic groups accounting for 45.5 % of its total population of 5.2 million inhabitants. Qinghai is one of the Western provinces of China where the central government tries to balance regional disparities with special efforts in investments and subsidies. Therefore, a funding and a loan programme for poor students has been introduced in the Province.
Project aims

With the purpose to pay recognition to this policy and in order to encourage the continuation of these efforts especially in the education sector, a financial contribution in favour of poverty pupils and students was offered by SDC (Education for All).

The project document presented by the authorities of Qinghai included the following items:
"Construction of 4 primary schools in minority areas
"Scholarships to 16'266 primary school pupils
"Scholarhips to 2'000 student of higher education.
