Seit dem Jahr 2000 wird Agroscope mit "Leistungsauftrag und Globalbudget" (FLAG) geführt.
Im Rahmen von FLAG legte der Bundesrat im Leistungsauftrag für die Periode 2004-2007 die zu erbringenden Leistungen sowie das Globalbudget für die entsprechende Periode mit vier Produktegruppen fest. Für die Messung der Zielerreichung des Leistungsauftrages wurden Vierjahresziele mit Indikatoren und Standards formuliert. Im Leistungsauftrag für die Periode 2004-2007 sind Kundennähe und Kundenzufriedenheit wichtige Aspekte.
Das Bundesamt für Landwirtschaft hat beschlossen, dass für die Leistungsauftragsperiode 2004 - 2007 die Kundenzufriedenheit für alle Forschungsanstalten in Zusammenarbeit mit einem spezialisierten Institut zu erfassen ist.

Description succincte (Anglais)

The Agricultural Research Stations of the Swiss Federal Office for Agriculture are managed according to the principles of New Public Management. According to this, the Swiss Federal Office for Agriculture handled with the Research Stations a Contract for the period 2000-2004. In the contract the services (grouped according to groups of products) the Research Stations have to deliver and the budget they receive for their delivery are defined. The measure of the performance is done by using indicators and standards to achieve. In the Contract for the period 2000-2004, customer satisfaction is an important topic. The Swiss Federal Office for Agriculture decided, that the customer satisfaction for the Contract period 2000-2004 has to be measured with the support of a specialized institute.
