In the Mongolian medium-term concept 2003-2005, vegetable production (including pota-toes) has been identified as one of the priority action lines to support the livelihoods of poor and vulnerable people. In line with that strategy, SDC Mongolia has mandated an assess-ment study in the potato sector to analyze the current situation, its challenges and problems with a focus on supporting and improving the income of small farmers whose livelihood is dependent on potato growing. The results of the study have confirmed the crucial role of po-tato growing as staple food and income generation alternative for many small and poor farm-ers. Access to improved seeds, better agronomic skills and good storage will contribute sig-nificantly to increased food security and poverty reduction. Mongolia was an exporting country of potatoes from the State farms in the 1980-ties. With the collapse of these farms, the potato production declined sharply and Mongolia currently imports more than half of the consumed potatoes, mainly from China. Despite significant efforts by the GOM in the crop sector, there exist still major problems and challenges in the potato sector. First of all, provision of healthy and quality seeds is still not in place. Inade-quate knowledge and skills of many emerging small scale growers and unusually dry sum-mers lead to reduced yields . Much of the used equipment is obsolete, and the necessary spare parts are lacking. Small scale potato growers mainly use manual methods to grow po-tatoes as appropriate technology and supplies for small farmers are still missing, which leads to an increase in weeds, erosion and diseases with the consequence of reduced yields.

The expected results of this program are: "To produce a project document by early 2005, based on a sound analysis of the cur-rent local situation, considering challenges and opportunities in the potato seed pro-duction sector, based on the need of formal and informal system, as well as in accor-dance with the government's policies on poverty reduction, agriculture development and the Millennium Development Goals "To procure and test different potato seed lots and varieties under irrigated and non-irrigated conditions and identify suitable multiplication locations, varieties and appro-priate growing patterns under local conditions and provide the necessary training for successful testing at the different locations "To conduct a study on the seed multiplication, seed degeneration and distribution systems, including the most prevailing potato diseases in the field as well as in stor-age, which will provide a basis for identifying the most suitable seed multiplication ar-eas and storage facilities "To identify potential partner organizations as well as potential seed multiplying part-ners in the formal and informal sector for the implementation of the program "To define the informal potato growers' as a group and assess their needs for training and agriculture inputs and initiate training modules, test and input supply structures.
