The proposed project BASIC investigates the question how to guarantee the provision of affordable and reliable basic services in the liberalised markets f or electricity, telecommunication, public transport and postal services in Europe. BASIC will address the issues related to the concept of reasonable provision of basic services as well as their implications for the liberalisation of network industries in Europe. The project will concentrate entirely on the provision of basic services, i.e. the supply side. This includes the political, legal and economic frameworks as well as the expected impacts of changes on the quality, quantity and price of services. The project will not address the specific problems arising from changes in the demand side (e.g. consumer behaviour).
