The objective of the U-R-SAFE project is to propose a Personal Health Care system, allowing convalescent and elderly a quasi-normal life, guarantying the same security as hospital structures and providing continuous monitoring. A Wireless Personal Area Network (WPAN) based on the Ultra Wideband technology will be used on the patient himself. This Network will be interfaced with the Home, Fixed and mobile (including satellite) Networks. Automatic continuous speech recognition is also considered to allow a dialog between the handset and the patient. A field trial will be organized, sized to show the functionality of the complete system.

Work description:
The project takes advantage of the emergence of several factors: the possibility of implementing a WPAN (using Ultra Wide Band), the future availability of public mobile (or fixed) networks with adequate QoS (like GPRS or GEO satellites), the increased computational power of DSP on-board handsets, and the existence of signal processing algorithms with secured performance, either in biomedical signal or in speech recognition.
WP1 performs the System study, to derive precise specifications for the whole project and specially the medical procedures, taking into account all these recent evolutions, along with the associated market and business aspects.
WP2 is devoted to the medical monitoring with the parameter definition including the SpO2 sensor final development based on previous works, the integration of the ECG sensor and the elaboration of a field trial criteria.
In WP3, a complete set of S/W tools of most updates Biomedical Signal Processing algorithms is developed, including event detection, automatic aided diagnosis and data compression.
WP4 is devoted to key words automatic speech processing, aiming at implementing a 'local' dialog with the patient to set up a local reliable risk assessment.
WP5 addresses Communications, Network and Information Management: the information processing is dealt with, taking into account the distributed processing (WPAN, remote processing center, and end medical structures). Network management tools are planned to be developed to be operated on a GPRS/UMTS network in order to guarantee the required quality of service.
The concept and the multimedia service utilitaries of medical telemonitoring services are developed in WP7.
A field trial is organized in WP8, sized to prove the consistency of the complete processing.
WP9 deals with exploitation and dissemination, as a major key action to help the Companies and Medical structure accept the overall principle.
WP10 is devoted to the coordination and project management, while WP11 addresses project assessment and quality assurance.

The project will participate in concentration meetings
1) of the homecare cluster, and organize an evaluation team;
2) of independent experts to assess the progress of the project, and refer one the main deliverables and reports.

A budget resp. of 30 K for (1) and 10 K for (2) will be funded by the partners on a proprata basis.

Milestones:
-WP1 will lead to a report describing specifications, technical concept, risk assessment and market strategy;
-WP2 will define and achieve what is actually feasible for long term 'wearable' sensors, and involving a large target population with important social fallouts.WP3 and WP4 will deliver S/W modules, resp. for biomedical Signal processing and for Speech Processing;
- WP5 implement the WPAN and the handset communication structures;
-WP8 organizes a carefully sized field trial.
