Abstract
(Englisch)
Systematic ex-post analysis of the long-term impacts of the development of the passenger transport systems forms an important basis for long-term regional policy and for the appropriate allocation of limited private and public resources to infrastructure construction and management. Changing the accessibility between the various regions is the key element in the impact of the transport and communication system development on the regions (infrastructure, transport services). The task of this research project was therefore to clarify the connection between the long-term development of the closely intertwined transport and regional systems with the development of their accessibility. This understanding improves the basis for sound ex-post and ex-ante impact analysis. The objectives of this research project where: - Identifying and presenting the long-term and large-scale changes in accessibility created by the modal and inter-modal development of the transit transport system in Switzerland and on its European access links (= Swiss part of the European transcontinental transport system); - Understanding the interactions between the developments in the accessibility and economies and industrial structure of the regions; - Providing the basis for an analysis of ex-post and ex-ante effects of transport and spatial planning and of public and private investment; - Contributing substantially towards the creation of a systematic transport history in Switzerland. The basic idea behind this research project was to approach the subject from two angles: - Analysing the development of the transit transport system (infrastructure, transport services) and the supra-regional structure in Switzerland from 1850 to 2000. - Modelling the transport networks and their accessibility impacts to identify the changes over time using state-of-the-art mathematical approaches. Implementation of this combined research approach required the cooperation of two sets of skills: transport history and transport analysis which until now have generally have lived a sepa-rate existence. The progress of these works were conducted by three research teams: - Institut für Verkehrsplanung und Transportsysteme, ETH Zürich (IVT ETHZ) - Institut d'Histoire, Université de Neuchâtel (IH UniNE) - Inventar Historischer Verkehrswege der Schweiz (IVS UniBE); now via storia, Bern The project was lead by Prof. Dr. Kay W. Axhausen and Peter Keller (both IVT ETHZ). Even though not all questions could be answered, the project succeeded in providing models and datasets for further research projects in the fields mentioned, as well as in providing inputs into the interaction between improvements in transport infrastructure and spatial development.
