Abstract

TAMI creates a structured dialogue between Technology Assessment (TA) experts and decision makers in Science and Technology (S&T) policy area on the issues of method and impact assessment in current European TA. Two teams drawn from major TA institutes throughout Europe will work together with decision makers on a reference system of European S&T foresight processes that identifies best practices relative to policy needs. This will involve a thorough comparison amongst current TA-Methods and identification of impact assessment criteria for their evaluation. The main aim is to improve the ability of TA to provide valuable policy advice and at the same time to maximise the effect of and recognition given to European S&T policy.

The main objective of TAMI is to create and promote a pan-European (i.e. including both EU and Associate states) dialogue on TA and its effect on S&T policy. In this context, special emphasis will be given to improving collaboration between TA experts and policy makers as providers and users of TA-results. Considering the diversity of European TA methods and the rationales behind their use, a comparative analysis will be needed to derive a common reference system that also takes into consideration the dimension of political impact. Such a reference system will lead to the identification of 'best practices' in relation to the socio-political context in which the advice is requested. The ultimate aim of TAMI is to aid the creation of the new research era by enhancing the ability of S&T foresight practices to advice the strategic planning of European policy.
