Abstract

European welfare systems differ markedly; all face common pressures. Existing research tells us much about what reforms are needed. We know much less about how to achieve change in the context of different national policy-making systems. This project will conduct detailed analysis of recent policy changes and of the anticipated trajectory of future reform, based on expert policy review and interviews with key actors. It will investigate how the different policy-making frameworks of EU states facilitate, obstruct or divert reform. It will chart the extent of modernisation to meet new needs and indicate opportunities for the EU to give a lead in welfare. The project will improve understanding of policy-making processes and of how to implement policies to sustain the European welfare achievement.
