The ACROPOLIS project addresses the general objectives of the Fifth Framework Program for Energy and aims at applying existing models to assess the impact of energy technologies and policy measures on CO2 emissions in a global systems analysis perspective. The questions to be explored refer to the extent that technologies can facilitate the required emission reductions both in the short and long term and to the extent policies can foster the development of new technologies and their subsequent deployment.

The PSI commitment includes for the period of the project, to all working packages (WP) with the objective to analyse policies like:
* WP0; Definition of Baseline Scenario;
* WP1; Renewable portfolio schemes for power generation;
* WP2; Flexible mechanisms in Carbon mitigation;
* WP3; Efficiency standards and the
* WP4; Internalisation of external cost in power generation
PSI applied the endogenous learning by doing option (LBD) of the model aiming at quantifying the benefits of LBD for the policies listed above.

TECHNICAL PROGRESS

PSI uses the latest version of the Global Markal-Model (GMM), a multi-regional 'bottom-up' partial equilibrium model of the energy system with endogenous technological learning.

Model developments: The model has been continuously improved during the course of the project in order to fulfil the needs of the different WPs. This refers to the representation of central and distributed power generation options and in modelling the availability of resources. Also, the partial equilibrium and the LBD options are activated and improved; the treatment of international trading of fuels is properly modelled and a new reporting software has been developed for the project together with the links for the templates specified by the project co-ordinator. The trade of green-certificates and the efficiency improvement option of the model were addressed by the specification of new accounting constraints while in the case of external costs regional and technology specific externalities are defined.

Renewable portfolio and tradable green certificates: PSI introduced regional targets on renewables and a trading of green-certificates representing units of electricity from renewables. Cases with learning and trade are the least-cost cases. GMM favours also concentrated efforts to support R&D&D for
renewables to help them follow their learning curves while the trade of green-certificates across world regions identifies the most efficient location for their introduction.

Flexible carbon mitigation policies: This WP concludes that a soft-landing scenario stabilizing global emissions to 10 Gt of Carbon by the year 2050, can be achieved by a strategy that supports R&D&D for low or zero-carbon emitting technologies, together with policies that imply global trade and a
flexible timing in carbon reduction targets. Finally, the imposition of a cumulative constraint for each world region together with trading of carbon-certificates is the least cost solution that quantifies the maximum possible benefits e.g., the benefits due to the combined effects of the 'when' and 'where' flexibility.
