The NGN Initiative will establish the first open environment in Europe, where research on the whole range of NGN topics can be discussed, consensus achieved and collective outputs disseminated to the appropriate international standards bodies, fora, etc. The European research community will be given a strong collective voice and a structure, through which industry and user awareness of NGN work and achievements in Europe will be dramatically improved. The overall aim is to encourage the creation of high quality and secure Next Generation Networks, allowing equitable access to knowledge and technology.

Objectives:
The NGN Intitiative project will establish an open European-driven initiative of NGN expertise that will be a catalyst function for clustering activities associated with IST projects from the DG Information Society Units E1, E4 and Research Networks (RN). It will benchmark the results from NGN projects in IST against activities in the rest of the world and disseminate the collective achievements from the IST Programme in this area through collective contributions to standards, roadmaps describing trends and forecasts relating to NGN issues, and the identification of convergence opportunities offered by new developments and innovative solutions. The aim is to resolve issues that create barriers to NGN deployment.

Work description:
The work will be based on the following activities:
- establish a secretariat function for administering the NGN Initiative organisation. This work will include organising the meeting logistics; hosting server facilities for interactive working, document archiving, e-mail reflector lists, Web pages for publicity and dissemination; membership registration; collection of fees; notification of meetings, workshops, conferences, etc.
- support the establishment of dynamic 'Topic Working Groups' (TWG) by providing manpower for the chairman and rapporteur for the ones from IST that have already been identified
- support the production of joint contributions to standards bodies (especially ETSI), and specification organisations (especially IETF, Internet 2) and other fora (e.g. ATM Forum, IPv6 Forum), by providing manpower for the editorial function, and for presenting the contributions
- support the benchmarking activity, by providing manpower for the analysis (worldwide), the liaison with NGI, EURESCOM, COST, IETF, ETSI, Internet 2, UMTS Forum, IPv6 Forum, 3GPP, the technical authorship function, and for presenting the reports in workshops, conferences, and publications.
- support the production of roadmaps, by providing manpower for the analysis (worldwide), the technical authorship function, and for presenting the reports in workshops, conferences, and publications
- disseminate the collective work of IST projects working in the NGN area, through open workshops, conferences, and publications (journals, books, CD-ROMs)

Milestones:
Establish within 3 months, an open community of NGN expertise, formulation of the constitution, procedures, etc.;
enrol 50 organisations within the first year; produce 2 benchmark reports per year;
produce 2 internal roadmaps per year on technology developments or evolutionary trends;
produce European-led contributions to standardisation bodies and fora in the area of interoperable implementations of NGN standards and specifications, new NGN-based applications and global solutions.
