Mit dem GVF-Vertrag Nr. 365 (512.31) vom 29. November 1999 wurde die Sigmaplan mit der Bearbeitung des "Observatoriums Schweizerischer Alpenquerender Güterverkehr, Zählungen 2000 und 2001" beauftragt. An der Besprechung vom 12. Dezember 2001 wurde festgestellt, dass der Auftrag aufgrund der Sperrung des Gotthardstrassentunnels nicht gemäss dem geplanten Arbeitsvorgehen abgewickelt werden kann. In der Folge wurde ein neues Vorgehen festgelegt und Sigmaplan eingeladen, dem ARE eine Nach-tragsofferte zu unterbreiten.

Seit der Eröffnung des Gotthard - Strassentunnels im Jahre 1980 werden jedes Jahr
Erhebungen zum alpenquerenden Güterverkehr (AQGV) durchgeführt. Diese liefern der
Verkehrspolitik laufend die benötigten Informationen zum Stand und zur Entwicklung
des Güterverkehrs auf Strasse und Schiene im Alpenraum. Alle fünf Jahre - letztmals 1999
- wird zu diesem Zweck eine detaillierte Erhebung (Haupterhebung) durchgeführt. 2002
war ein Zwischenjahr mit vereinfachter Erhebung aber besonderer Bedeutung. Die nach
dem Brand im Gotthard-Strassentunnel getroffenen Sicherheitsmassnahmen am Gotthard
und San Bernardino hatten erhebliche Auswirkungen auf den alpenquerenden Güterverkehr
2002.

Since the Gotthard road tunnel was opened in 1980, a survey of trans-Alpine freight
traffic has been conducted every year. These surveys keep transport policy-makers
supplied with the information they need about the status and development of road and
rail freight traffic in the Alpine region. A detailed survey – the principal survey – is carried
out every five years. The last took place in 1999. As 2002 was an interim year, the survey
was simpler in scope but nonetheless of particular importance, because the security
measures introduced on the Gotthard and San Bernadino routes after the fire in the
Gotthard road tunnel had a significant impact on trans-Alpine freight traffic during the
year.

Des enquêtes sur le trafic marchandises à travers les Alpes sont effectuées chaque année
depuis l’ouverture du tunnel routier du Gothard en 1980. Elles fournissent régulièrement
aux responsables de la politique des transports les informations nécessaires sur l’état et
l’évolution du trafic marchandises routier et ferroviaire dans l’espace alpin. Une enquête
principale détaillée est effectuée à cet effet tous les cinq ans, la dernière remontant à
1999). 2002 fut une année intermédiaire à enquête simplifiée, mais d’une importance
particulière, puisqu’elle a révélé que les mesures de sécurité prises au Gothard et au San
Bernardino après l’incendie du tunnel routier du Gothard ont eu des effets considérables
sur le trafic marchandises à travers les Alpes.

Dall’apertura della galleria autostradale del San Gottardo nel 1980, ogni anno vengono
effettuati rilevamenti sul traffico merci attraverso le Alpi. Su questi dati, relativi allo stato
e allo sviluppo del traffico merci su strada e su rotaia nella regione alpina, si basa la
politica dei trasporti. Ogni cinque anni (l’ultima volta nel 1999), viene svolto a tale fine un
rilevamento dettagliato (rilevamento principale). Il 2002, nonostante fosse un anno
intermedio, caratterizzato da un rilevamento statistico semplificato, ha avuto
un'importanza particolare: le misure di sicurezza adottate sugli assi del San Gottardo e
del San Bernardino dopo l'incendio nella galleria stradale del San Gottardo hanno avuto
notevoli ripercussioni sul traffico merci attraverso le Alpi.
