EMTEL will make a major contribution to the understanding of the social and individual dimensions of the Information Society in Europe. It will undertake focused and integrated empirical research on the new ways of living and working which are emerging with the rapid changes in information and communication technologies and services and on their consequences for social inclusion and exclusion.

Starting from a user perspective it will pursue three interrelated core questions:
- What does a user friendly society mean?
- What are the facilitators of , and the obstacles to, its realisation?
- What are its consequences for everyday life, markets, and policy making?

In addressing these questions EMTEL's research will be grounded in the study of the everyday lives of Europe's consumers and citizens, through critical assessment of key areas of activity: e-commerce, political participation, the formation of community, the pursuit of family life, the management of work. It will assess the capacity of new information and communication technologies and services to create and sustain social integration and to improve the quality of life.

The research will be based on both case and comparative study, it will be both quantitative and qualitative. It will seek an interdisciplinary understanding of Europe's digital future from the point of view of its social and individual implications. In so doing it will substantially advance social science's capacity to intervene effectively in European policy making in these vital areas, and to contribute to European competitiveness in the new digital marketplace.
