Eexecutive Summary
The main goal of this report is to give an overview about the work carried out and the progress reached in the first year of the project.

According to the Description of Work (DoW) the SIBIS project will:
· provide a conceptual and methodological framework for mapping and benchmarking Information Society developments;
· take stock of existing statistical concepts and data sources in this field and check their suitability to meet user requirements;
· pilot new statistical indicators which take account of the rapidly changing nature of e-Europe;
· provide selected data not only on the majority of EU Member States but as far as possible also on the USA as a benchmarking reference point;
· contribute to the development of policy in the area.

The project is organized in seven workpackages plus a project management workpackage as depicted in the overview overleaf.
Overall, the progress achieved so far is considered satisfactory by the consortium. The different workpackages are operating without delay except some minor slippage. The workplan has been refined and improved with some changes communicated to the project officer after the successful kick-off meeting in January and a subsequent discussion phase in the project. Currently a contract amendment is underway to include the overall project budget for the calculation of the advance payment which will help to ease the large upfront investments required for the survey work in WP3.
An overview of the work progress is given in chapter 1; chapter 2 looks at the achievements by workpackage and deviations from plan; chapter 3 reports Project Management achievements; chapter 4 describes planned modifications. The Annex includes the Progress Reports by partner and the main presentation documents prepared by the consortium. The presentation documents are also available on the project web site (http://www.sibis-eu.org).
