Overall Project Outline:
The Kyoto Protocol sets legally binding greenhouse gas (GHG) emissions targets for industrialised countries. To reach the targets, contries may use the project-based flexible mechanisms Joint Implementation (JI) and Clean Development Mechanism (CDM) to acquire credits for emissions reductions achieved abroad. A crucial issue is the calculation of GHG abatement achieved in JI and CDM projects. For this a baseline has to be determined of what the GHG emissions would have been if the project had not taken place. The PROBASE project aims to develop operational procedures for JI and CDM which ensure environmental effectiveness and economic efficiency of the mechanisms. Different methodologies for baseline setting and GHG accounting are developed and assessed in quantitative case studies, using example projects from the heat, electricity and forestry sectors.
Contribution of Swiss Team Member, Factor Consulting + Management AG:
The work of Factor AG is focused on developing, applying and assessing methodologies for baseline setting and additionality assessment in the heat and power sectors. Standardized baselines (benchmarks) are developed and tested in a case study for Russia (in cooperation with Technical University of Karlsruhe). Steps include:
· Identify and analyze representative example projects in heat supply and power generation.
· Collect technical, economic, legal, and institutional data needed to establish benchmark baselines, additionality tests, leakage correcting factors, and standardized monitoring schemes. Methodological concepts are taken from literature, work of the overall team, and own earlier work.
· Evaluate implications of the methodologies (environmental, efficiency and equity) using the example projects and modelling tools.
· Formulate methodological, institutional and policy recommendations.
In addition, Factor AG provides input to various workpackages under the project from the perspective of private-sector companies.
