Only Photonics Technologies can provide innovative, future-proof solutions for the seamless integration of the new and existing networks of the Information Society. Photonics is therefore an essential element in the physical layer of systems and services all across the complete IST program. One of the main goals of the OPTIMIST project is to provide the means to continue and possibly enlarge, the strategic R&D action on the roadmap on Photonic Technologies and Networking in Europe, initiated within the ACTS Photonic Domain by the HORIZON project. Therefore the OPTIMIST project proposes to take charge of the strategic clustering of R&D activities related to photonics in the whole IST program (excluding display technologies). Main focus is on co-ordinated interactions, information exchange and discussions between these projects, thereby reinforcing the complementarity of these projects and enhance the synergies derived from their work. This type of 'concerted actions' will also be directed towards photonic activities and trials carried out on national level by the EU Member States. Community added value will be enhanced by clustering projects and organisations active within different areas of the Photonic Technologies R&D community in order to stimulate the convergence between different technology platforms.

Objectives:

The main objectives of the OPTIMIST proposal are:
Initiate and manage a concerted action / thematic network within the framework of the IST program;
Cluster RTD projects active within the area of Photonics within the whole IST programme (excluding display technologies);
Enhance inter-project collaboration, foster synergies and encourage consensus building;
Improve the convergence between different technology platforms;
Disseminate the results and strategies of the cluster;
Support the creation and endorsement of European policies through the drawing of a 'European Roadmap on Photonic Technologies and Networking';
Interact with photonic activities on national level within the EU Member States;
Interact with OIDA, OITDA and other organisations/projects in the relevant areas.

Work description:
Organisation and co-ordination of topical IST-cluster workshops. These workshops will be mainly technically oriented, creating a platform for informal discussion and information exchange on items of importance to the cluster projects. These workshops can be co-organisations with other IST projects/ organisations in the relevant domains when appropriate. Co-organisation and/or active participation to 'external'-workshops (COST, EURESCOM, etc) of OPTIMIST consortium members and/or cluster projects. Interaction with OIDA, OITDA and other relevant projects and organisations. Dissemination activities promoting the results and strategies of the IST Photonic Cluster. This dissemination activity will result in verifiable formats (published papers, printed items, CD-ROMs, electronic or other hybrid formats, www-server) at least two times per project year. Drawing, editing and publishing of a 'Roadmap on Photonic Technologies and Networking'. This strategic document will be generated by the OPTIMIST consortium, based on input from the cluster projects, and on information gathered through the consortium members themselves. This cluster-document will be made public
Progress concerning these activities and other relevant 'cluster-news' will be published in an electronic OPTIMIST newsletter, to appear on a quarterly basis.
