Quantum Information Processing and Communication (QIPC) is a rapidly developing research area encompassing many scientific disciplines and with great potential for new future technology. The European Commission is funding a number of RTD projects for QIPC under the Proactive Initiative FET.P.1, there is much other EC-based QIPC work and growing commercial interest.
A European Network of Excellence (NoE) in QIPC is proposed, with broad scope right across the field. The NoE objectives are to provide a framework for coordination and enhancement of QIPC research (linking the individual RTD projects); to enhance development and links with industry; to publicise and broadly disseminate QIPC; to provide planning for the future. These objectives will be achieved through European QIPC meetings; funding appropriate collaborative links; establishment of a QIPC roadmap document; maintenance of a comprehensive WWW site.

Objectives:
O1)
Framework for Coordination:
the NoE (Network of Excellence) will provide a framework for coordination of QIPC research activity across Europe, coordinating meetings of RTD projects funded under FET.P.1 (QIPC).

(O2)
Enhancement of Research:
the NoE will support, complement and develop QIPC research in Europe by promoting and facilitating appropriate collaborative links.

(O3)
Enhancement of Development - Links with Industry:
the NoE will support the development of QIPC towards technology and industrial links by promoting and facilitating collaborative links within Europe between QIPC researchers/groups and industrial institutions.

(O4)
External Links/Web Site:
the NoE will publicise and enable broad dissemination of QIPC information, news and developments. Much of this will be electronic.

(O5)
Planning for the Future:
the NoE will establish a 'QIPC Roadmap' document, summarising the current state of the field and discussing the way forward, with key future objectives and challenges.


Work description:
Five work-packages (WP) are identified:
(WP1): Project Management:
coordination of the project activities; ensuring adherence to the project plan and timetable; production of the deliverables and final report. This will guarantee the success of the project, through efficient and effective management of the resources allocated, together with achievement of the agreed objectives (O1) - (O5).

(WP2): European QIPC Meetings:
organisation of the regular (six-monthly) Cluster Meetings of the EC-funded RTD projects in QIPC, in consultation with the relevant EC Project Officer(s). Deliverables will include plenary meetings and International Conferences. These will contribute to objectives (O1) - (O3).

(WP3): Funding of Links:
setting up an electronic funding application procedure, templates and advertising/publicising this to NoE Members; processing applications, collecting reports and distributing funding; placing reports on the NoE WWW site; collating reports for interim project reviews and the final review. This administration and distribution of expense/travel funding will support the objectives (O2) - (O4).

(WP4): QIPC Roadmap:
collection of input to produce a three-part Roadmap document;
(i) Introduction;
(ii) Current research activity summary;
(iii) Discussion of the Future.
This will be repeated to maintain and update the document. The QIPC Roadmap will serve objective (O5) and contribute to the objectives (O3) and (O4).

(WP5): Electronic Information Infrastructure (EII) and Information Exchange:
an EII ill be established and maintained to support objectives (O1) - (O5) and the project operation. The centrepiece will be a comprehensive WWW site.

Tasks include creation of:
(i) Mailing Lists;
(ii) a QIPC Question and Answer Forum;
(iii) QIPC News Pages;
(iv) NoE Members' Pages;
(v) NoE Associates' Pages;
(vi) a General QIPC Events Diary.

The Roadmap will be placed on the WWW site and a QIPC News hardcopy will also be produced.
