Das Projekt “Disability Inclusion in OECD Countries: Unleashing the Potential of the Future of Work” geht von der Feststellung aus, dass zwar etliche Verbes­serungen der Situation von Menschen mit einer gesundheitlichen Einschränkung erfolgt seien, aber weiterhin eine starke Ungleichheit zwischen Invaliden und Nicht-Invaliden bestehe. 
Gleichzeitig verändere sich die Arbeitswelt schnell, was auch für Menschen mit einer Behinderung starke Veränderungen ihrer Situation mit sich bringt. Ziel des neuen OECD-Projekts ist es, die neuen Erwerbschancen für Menschen mit Behinderung zu identifizieren um den Wandel von «disability» in «ablity» fortzusetzen. 
Zwei dringende Fragen stehen im Zentrum: Die Auswirkungen des derzeitigen globalen Wandels im Hinblick auf die Zukunft der Arbeit von Personen mit Behinderung und die Gründe für die sehr lang­samen Fortschritte bei der Arbeitsmarktintegration von Menschen mit Behinderung.

The project "Disability Inclusion in OECD Countries: Unleashing the Potential of the Future of Work" is starting from the observation that although there have been a number of improvements in the situation of people with a health impairment, there is still a strong inequality between disabled and non-disabled people. 
At the same time, the work world is changing rapidly, which is also causing major changes in the situation of people with a disability. The goal of the new OECD project is to identify the new employment opportunities for people with disabilities in order to continue the change from "disability" to "ablity." 
Two urgent questions are at the core of the project: the impact of the current global change on the future of work for people with disabilities and the reasons for the very slow progress in the labor market integration of people with disabilities.

Le projet "Disability Inclusion in OECD Countries: Unleashing the Potential of the Future of Work" part du constat que, malgré plusieurs améliorations de la situation des personnes souffrant d'un handicap, il existe toujours une forte inégalité entre les personnes handicapées et non handicapées. 
Dans le même temps, le monde du travail évolue rapidement, ce qui entraîne également des changements majeurs dans la situation des personnes handicapées. L'objectif du nouveau projet de l'OCDE est d'identifier les nouvelles possibilités d'emploi pour les personnes handicapées afin de poursuivre le passage du "handicap" à l'"aptitude". 
Deux questions urgentes sont au centre : l'impact du changement mondial actuel en ce qui concerne l'avenir du travail pour les personnes handicapées et les raisons de la très lente progression de l'intégration des personnes handicapées sur le marché du travail.

Il progetto "Disability Inclusion in OECD Countries: Unleashing the Potential of the Future of Work" parte dalla constatazione che, nonostante ci siano stati diversi miglioramenti nella situazione delle persone con una disabilità di salute, c'è ancora una forte disuguaglianza tra persone disabili e non. 
Allo stesso tempo, il mondo del lavoro sta cambiando rapidamente, il che porta anche grandi cambiamenti nella situazione delle persone con disabilità. L'obiettivo del nuovo progetto OCSE è quello di identificare le nuove opportunità di lavoro per le persone con disabilità al fine di continuare il cambiamento da "disabilità" a "abilità". 
Due questioni urgenti sono al centro: l'impatto dell'attuale cambiamento globale per quanto riguarda il futuro del lavoro per le persone con disabilità e le ragioni dei progressi molto lenti nell'integrazione nel mercato del lavoro delle persone con disabilità.

Der neue OECD-Bericht "Disability, Inclusion and Work: Mainstreaming in all Policies and Practices" zeigt, dass sich die Beschäftigungsquoten von Menschen mit Behinderungen in den letzten zehn Jahren zwar verbessert haben, die Kluft zwischen den Menschen mit und ohne Behinderung in der Beschäftigung aber weiterhin groß ist. Im Jahr 2019 hatte in 32 OECD-Ländern etwa jeder vierte Mensch mit hohem Unterstützungsbedarf und jeder zweite Mensch mit mittlerem Unterstützungsbedarf einen Arbeitsplatz. Insgesamt lag die Beschäftigungsquote von Menschen mit Behinderung um 27 Prozentpunkte niedriger als die von Menschen ohne Behinderung. Das Beschäftigungsgefälle besteht fort, da Menschen mit Behinderungen mit einem erheblichen und dauerhaften Qualifikationsdefizit konfrontiert sind: Ohne die erforderlichen Qualifikationen und die Möglichkeit, diese Qualifikationen auf einem sich ständig verändernden Arbeitsmarkt zu verbessern, haben Menschen mit Behinderungen nicht die gleichen Chancen, eine freie Stelle zu besetzen oder einen Arbeitsplatz zu behalten. Niedrige Beschäftigungsquoten sind auch für die hohen Armutsquoten bei Menschen mit Behinderungen verantwortlich. In der gesamten OECD lebt einer von vier Menschen mit Behinderung in Haushalten mit niedrigem Einkommen (d. h. mit einem verfügbaren Einkommen von weniger als 60 % des Medianeinkommens), verglichen mit einem von sieben Menschen ohne Behinderung.

The new OECD report “Disability, Inclusion and Work: Mainstreaming in all Policies and Practices” shows that, while the employment rates of people with disability have improved over the past decade, the disability gap in employment remains large. In 2019, across a set of 32 OECD countries, about one in four people with high support requirements and one in two with moderate support requirements had a job. Taken together, the employment rate of people with disability was 27 percentage points lower than for people without disability. The employment gap is persistent as people with disability face a substantial and lasting disability skills gap: without the required skills and the possibility to upgrade those skills in a constantly changing labour market, people with disability are not on an equal footing to fill a vacancy or keep a job. Low rates of employment are also responsible for high rates of poverty among people with disability. Across the OECD, one in four people with disability live in low-income households (i.e. disposable income below 60% of the median) compared to one in seven people without disability.

Le nouveau rapport de l'OCDE "Handicap, Inclusion et Travail : Mainstreaming in all Policies and Practices " montre que, si les taux d'emploi des personnes handicapées se sont améliorés au cours de la dernière décennie, l'écart de handicap dans l'emploi reste important. En 2019, sur un ensemble de 32 pays de l'OCDE, environ une personne sur quatre ayant des besoins de soutien élevés et une sur deux ayant des besoins de soutien modérés avaient un emploi. Pris ensemble, le taux d'emploi des personnes handicapées était inférieur de 27 points de pourcentage à celui des personnes non handicapées. Le déficit d'emploi persiste car les personnes handicapées sont confrontées à un déficit de compétences important et durable : sans les compétences requises et sans la possibilité d'améliorer ces compétences sur un marché du travail en constante évolution, les personnes handicapées ne sont pas sur un pied d'égalité pour occuper un poste vacant ou conserver un emploi. Les faibles taux d'emploi sont également responsables des taux élevés de pauvreté chez les personnes handicapées. Dans l'ensemble de l'OCDE, une personne handicapée sur quatre vit dans un ménage à faible revenu (c'est-à-dire avec un revenu disponible inférieur à 60 % de la médiane), contre une personne non handicapée sur sept.

Il nuovo rapporto dell'OCSE "Disabilità, inclusione e lavoro: Mainstreaming in all Policies and Practices" mostra che, sebbene i tassi di occupazione delle persone con disabilità siano migliorati nell'ultimo decennio, il divario occupazionale tra le persone con disabilità rimane ampio. Nel 2019, in un insieme di 32 Paesi OCSE, circa una persona su quattro con esigenze di sostegno elevate e una su due con esigenze di sostegno moderate aveva un lavoro. Nel complesso, il tasso di occupazione delle persone con disabilità era inferiore di 27 punti percentuali rispetto a quello delle persone senza disabilità. Il divario occupazionale è persistente, poiché le persone con disabilità devono far fronte a un sostanziale e duraturo deficit di competenze: senza le competenze richieste e la possibilità di aggiornarle in un mercato del lavoro in costante evoluzione, le persone con disabilità non hanno le stesse possibilità di occupare un posto vacante o di mantenere un lavoro. I bassi tassi di occupazione sono anche responsabili degli alti tassi di povertà tra le persone con disabilità. In tutta l'OCSE, una persona con disabilità su quattro vive in famiglie a basso reddito (cioè con un reddito disponibile inferiore al 60% della mediana) rispetto a una persona su sette senza disabilità.
