Der Übergang von der Jugend in das Erwachsenenalter zeichnet sich durch viele Veränderun­gen aus: Abschluss der obligatorischen Schulzeit, Übertritt in eine berufliche Grundbildung (Nahtstelle I), Einstieg in die Erwerbsarbeit (Nahtstelle II), Gründung einer eigenen Familie etc. Diese Phasen verlaufen nicht immer für alle linear. Es können neben Schwierigkeiten im Be­reich der Ausbildung (insbesondere Lehrvertragsauflösungen) und der materiellen Existenzsi­cherung auch Probleme in anderen Lebensbereichen (Wohnen, Gesundheit, Familie, Jugend­delikte) auftreten. Im vorliegenden Mandat geht es um die Frage, wie in besonders komplexen Fällen die bedarfsgerechte Unterstützung von Jugendlichen und jungen Erwachsenen sowie jungen Müttern mit Mehrfachproblematiken bei der Nahtstelle I und II erfolgen kann. Dabei sol­len gute Ansätze in der Praxis im Hinblick auf die Zusammenarbeit der involvierten Hilfs- und Unterstützungssysteme, die Fallführung sowie die Entwicklung von individuellen Hilfeplänen identifiziert werden. Neben einem Forschungsbericht wird ein Praxisleitfaden für Kantone, Städte und Gemeinden erarbeitet, der die zentralen Ergebnisse adressatengerecht darstellt.

Le passage de la jeunesse à l’âge adulte se caractérise par de nombreux changements: fin de la scolarité obligatoire, début de la formation professionnelle de base (transition I), entrée dans la vie active (transition II), fondation d’une famille, etc. Ces passages ne suivent pas toujours un tracé rectiligne. Les jeunes peuvent être confrontés à des difficultés non seulement pour ce qui est de la formation (notamment résiliation du contrat d’apprentissage) et de la couverture des besoins vitaux, mais aussi dans d’autres domaines de la vie (logement, santé, famille, délinquance juvénile). Le présent mandat a pour objet la question de savoir comment apporter aux jeunes, aux jeunes adultes et aux jeunes mères concernés par des problématiques multiples un soutien adapté à leurs besoins lors des transitions I et II. L’étude vise à identifier les bonnes pratiques dans l’optique de la collaboration entre les systèmes d’aide et de soutien impliqués, de la gestion des cas et de l’élaboration de plans de soutien individuels. Outre un rapport de recherche, un guide pratique, présentant les principaux résultats sous une forme adaptée aux destinataires, sera élaboré à l’intention des cantons, des villes et des communes.

Mit dem vorliegenden Auftrag verfolgt die Trägerschaft der Nationalen Plattform gegen Armut 2019-24 das Ziel, den verantwortlichen Stellen in Kantonen, Städten und Gemeinden erfolgversprechende Lösungsansätze zur Begleitung und Unterstützung von Jugendlichen, jungen Erwachsenen und insbesondere jungen alleinerziehenden Müttern mit komplexen Mehrfachproblematiken an den Nahtstellen I und II aufzuzeigen.

Par le présent mandat, les responsables de la Plateforme nationale contre la pauvreté 2019-24 souhaitent proposer aux organes compétents des cantons, des villes et des communes des solutions prometteuses pour accompagner et soutenir lors des transitions I et II les jeunes, les jeunes adultes et en particulier les jeunes mères élevant seules leurs enfants qui présentent des problématiques multiples complexes.

Nationale Plattform gegen Armut: Unterstützung von Jugendlichen und jungen Erwachsenen mit Mehrfachproblematiken an den Nahtstellen I und II

Der Bericht hat zum Ziel, verantwortlichen Stellen in Kantonen, Städten und Gemeinden erfolgversprechende Lösungsansätze zur Begleitung und Unterstützung von Jugendlichen, jungen Erwachsenen und jungen alleinerziehenden Müttern mit Mehrfachproblematiken auf dem Weg in die Arbeitswelt (Nahtstellen I und II) aufzuzeigen. Die Thematik wurde mit Recherchen zu Fachpublikationen und zu Good Practice-Beispielen sowie anhand von Gruppendiskussionen mit betroffenen jungen Menschen und von sprachregionalen Workshops mit Fachpersonen untersucht.

Die Problemsituationen, in denen sich mehrfach belastete Jugendliche und junge Erwachsene auf ihrem Weg in den Arbeitsmarkt befinden, sind sehr unterschiedlich, oft miteinander verknüpft und komplex. Häufig sind Hilfen aus unterschiedlichen Bereichen erforderlich. Welche Hilfe es wo gibt, wird für Betroffene rasch unübersichtlich. Sie wünschen sich deshalb vor allem eine einfach zugängliche sowie eine ihren Bedürfnissen entsprechende Unterstützung. Um das Potenzial der bestehenden Hilfen bei Mehrfachproblematiken noch besser auszuschöpfen, gilt es, die Leistungen verschiedener Hilfesysteme besser zu koordinieren. Im Einzelfall kann so für die nötige Kontinuität in der Unterstützung gesorgt werden.

Ein erfolgreiches Übergangssystem erfüllt strukturelle Aspekte auf drei verschiedenen Handlungsebenen: der Steuerung, der Fallführung sowie der direkten Fallbegleitung. Hierzu gehören bspw. eine enge, strukturell verankerte interdepartementale und interinstitutionelle Zusammenarbeit, koordinierte Angebote, flexible Rahmenbedingungen für fallbegleitende Angebote und niederschwellige Zugangsmöglichkeiten. Für die Weiterentwicklung von Hilfesystemen zugunsten der Unterstützung bei Mehrfachproblematiken wurden auf den drei Handlungsebenen neun Empfehlungen formuliert.

Zusätzlich zum vorliegenden Forschungsbericht erschien ein Praxisleitfaden (in Deutsch, Französisch und Italienisch) für Kantone, Städte, Gemeinden und Leistungserbringer der sozialen und beruflichen Integration, der die zentralen Ergebnisse bündelt und Anregungen für die kritische Selbstüberprüfung bietet.

National Platform against Poverty: Support for adolescents and young adults at transitions I and II

The purpose of this report is to present the competent cantonal, city and communal authorities with promising solutions to help and support adolescents, young adults, and young single mothers with multiple problems successfully transition to the world of work (transition I: lower- to upper-secondary education and training; transition II:  education and training to working life). To this end, the research team conducted a literature review and studied examples of good practice. They also held group discussions with the young people concerned and ran expert workshops in different language regions of Switzerland.

The report shows that the problems that adolescents and young adults exposed to multiple stressors encounter during their transition to the labour market differ widely and are often interrelated and complex. Frequently, these young people require assistance in various areas of their lives. However, they quickly discover that it is not clear where they can go to for help. The young people who took part in the group discussions stated that they would like support services that are easy to access and address their specific needs. The potential of existing support systems for young people with multiple problems remains underexploited. To rectify this situation, steps should be taken to better coordinate the services offered by the existing systems. A joined-up approach like this should ensure that cases benefit from the necessary support continuity.

A successful transition system incorporates structural aspects at three distinct levels of action: strategic management; case management; and case support. They include close, structurally integrated interdepartmental and interinstitutional cooperation; coordinated service provision; flexible case support frameworks; and low-threshold points of access. The report presents nine recommendations on measures that could be taken at each of these levels in order to expand and improve the support systems for young people with multiple problems.

In addition to the present report, a practical guide was developed for cantonal, city and local authorities, as well as providers of social and professional integration services. Published in German, French and Italian, it sets out the main study findings and shares ideas on carrying out critical self-assessments.

Plateforme nationale contre la pauvreté: Soutien aux jeunes et aux jeunes adultes présentant des problématiques multiples aux transitions I et II

L’objectif du rapport était de proposer aux organes compétents des cantons, des villes et des communes des solutions prometteuses pour accompagner et soutenir dans leur insertion professionnelle (transitions I et II) les jeunes, les jeunes adultes et les jeunes mères élevant seules leurs enfants qui présentent des problématiques multiples. Les chercheurs ont analysé la littérature spécialisée, recherché des exemples de bonnes pratiques, mené des discussions de groupe avec les personnes concernées et organisé des ateliers avec des spécialistes dans les régions linguistiques.

Le rapport montre que les situations à problème que rencontrent ces jeunes et ces jeunes adultes dans leur accès au marché du travail sont très diverses, et souvent complexes et liées entre elles. Bien souvent, le recours à des aides de différents domaines s’avère nécessaire, mais les personnes concernées ne savent pas où s’adresser. C’est pourquoi elles souhaitent avant tout un soutien facile d’accès et correspondant à leurs besoins. Afin d’exploiter davantage le potentiel des outils disponibles en cas de problématiques multiples, les prestations des différents systèmes d’aide doivent être mieux coordonnées. Dans certains cas, cela permettra d’assurer la continuité nécessaire dans le processus de soutien.

Le succès du système de transition se fonde sur les aspects structurels des trois niveaux d’action que sont le pilotage, la gestion de cas et l’accompagnement direct des cas. Il s’agit notamment d’une collaboration interdépartementale et interinstitutionnelle étroite et établie sur le plan structurel, d’offres coordonnées, de conditions flexibles pour le suivi et de possibilités d’accès à bas seuil. Neuf recommandations ont été formulées quant au développement des systèmes d’aide pour le soutien en cas de problématiques multiples, et ce aux trois niveaux d’action.

Parallèlement au présent rapport de recherche, un guide pratique (en français, allemand et italien) a été publié à l’intention des cantons, des villes, des communes et des prestataires de l’intégration sociale et professionnelle. Ce guide rassemble les principaux résultats et propose des pistes pour un examen autocritique.

Piattaforma nazionale contro la povertà: Sostegno di adolescenti e giovani adulti con problematiche multiple nelle fasi di transizione I e II 

Il rapporto si prefigge di mostrare agli organi responsabili di Cantoni, Città e Comuni soluzioni promettenti per l’accompagnamento e il sostegno di adolescenti, giovani adulti e giovani madri sole con problematiche multiple nelle fasi di passaggio fino all’ingresso nel mondo del lavoro (transizioni I e II). Questa tematica è stata affrontata mediante ricerche nelle pubblicazioni specialistiche, l’analisi di esempi di buone pratiche, discussioni con specialisti e giovani direttamente interessati nonché workshop condotti con specialisti nelle varie regioni linguistiche.

Dal rapporto emerge che le situazioni difficili in cui si trovano gli adolescenti e i giovani adulti con problemi in diversi ambiti della vita nelle fasi di transizione verso il mondo del lavoro sono molto eterogenee, spesso interconnesse e complesse. Sovente sono quindi necessari aiuti di diversi settori. Per i diretti interessati è però difficile capire rapidamente dove trovare i vari tipi di aiuto, ragion per cui auspicano soprattutto un sostegno facilmente accessibile e corrispondente ai loro bisogni. Per sfruttare appieno il potenziale degli aiuti esistenti in caso di problematiche multiple è opportuno coordinare meglio le prestazioni dei diversi sistemi di aiuto; in singoli casi si può provvedere a garantire la necessaria continuità nel sostegno.

Un sistema di transizione di successo presenta determinate caratteristiche strutturali a tre livelli d’intervento: gestione strategica, gestione dei casi e accompagnamento dei casi. Vi rientrano ad esempio una stretta collaborazione interdipartimentale e interistituzionale radicata a livello strutturale, un’offerta coordinata, condizioni quadro flessibili per le prestazioni di accompagnamento dei casi e possibilità di accesso a bassa soglia. Per sviluppare i sistemi di aiuto in modo da favorire il sostegno in caso di problematiche multiple sono state formulate nove raccomandazioni concernenti i tre livelli d’intervento.

Oltre al presente rapporto di ricerca, è stata pubblicata anche una guida (in italiano, tedesco e francese) destinata a Cantoni, Città, Comuni e fornitori di prestazioni d’integrazione sociale e professionale, che raccoglie i risultati principali e fornisce alcuni spunti per un’autovalutazione critica.
