Der Ersatz von fossilen Energieträgern durch erneuerbare kann unterschiedliche Auswirkungen auf die Gesellschaft und Wirtschaft in der Schweiz haben. Für bestimmte Sektoren, wie die Luftfahrt, sind bereits Entwicklungskonzepte und politische Vorschläge verfügbar, die eine erste Einordnung erlauben. Die sektorübergreifenden sozialen und wirtschaftlichen Auswirkungen für eine Dekarbonisierung des Chemiesektors in Richtung Netto-Null sind jedoch weniger klar, ebenso bestehen erhebliche Wissenslücken über potenzielle administrative Hürden für den Import nachhaltiger Treibstoffe oder über effiziente regulatorische Massnahmen zur Förderung der Verwendung nachhaltiger Treibstoffe und Plattformchemikalien. Auch die Bewertung der sozialen Akzeptanz solcher Massnahmen steht noch aus.

Im Rahmen von reFuel.ch, werden im WP 1 die sozialen, wirtschaftlichen und politischen Massnahmen und deren Auswirkung unter Anwendung der sozial- und geisteswissenschaftlichen Perspektive bewertet. Die Forschungsergebnisse zielen darauf ab, den Grad der Marktreife und die politische Bereitschaft für die Einführung der heute verfügbaren Technologien mit hohem technischem Reifegrad zu erhöhen. Damit soll sichergestellt werden, dass robuste Ansätze zur Deckung des zukünftigen Schweizer Bedarfs an Treibstoffen und Chemikalien nachhaltig realisiert werden können.

Die spezifischen Ziele sind die:

• Entwicklung regulatorischer Instrumente, um den Einsatz von nachhaltigen Treibstoffen und Chemikalien in der Schweiz zu ermöglichen.
• Quantifizierung der sozioökonomischen Auswirkungen des Einsatzes von nachhaltigen Treibstoffen und Plattformchemikalien in der Schweiz
• Erfassung und Bewertung der Bereitschaft der Landwirte für den Einsatz von Hofdünger im Energiesystem und die Ermittlung rechtlicher und organisatorischer Hindernisse für den Einsatz von Hofdünger.

The replacement of fossil fuels with renewable ones may cause different impacts on Swiss society and the economy. For specific sectors, like aviation, roadmaps for sustainable developments are available and offer a first assessment of the incentives provided by those policy mixes. However, the sector overarching social and economic impacts of the implementation of policies in Switzerland towards net zero in the chemical sectors are not well known. No knowledge is available about the potential administrative barriers for the import of sustainable fuels, about efficient policy measures to foster the use of sustainable fuels and platform chemicals. The assessment of the social acceptance of such policy measures is missing as well.

WP1 within reFuel.ch has the task to assess the social, economic, and policy measures and impacts by applying the perspective of social science and humanities and aim at increasing the policy readiness level of the high-TRL technologies. Thereby the project ensures that an implementation of robust pathways for meeting future Swiss demands for fuels and platform chemicals, in a sustainable way, can be realized.

Detailed objectives are:

• Develop policy instruments to enable the deployment of sustainable fuels and platform chemicals in Switzerland.
• Quantify the socio-economic impacts of using sustainable fuels and platform chemicals in Switzerland.
• Assess the social acceptance of different technological pathways and related environmental and socio-economic impacts in Switzerland.
• Assess farmers’ acceptance of manure use in the energy system and identify legal and organizational constraints.

Le remplacement des combustibles fossiles par des combustibles renouvelables peut impacter la société et l'économie Suisse. Pour des secteurs spécifiques tels que l'aviation, des feuilles de route concernant le développement durable sont disponibles et offrent une première évaluation des incitations fournies par la politique. Toutefois, les impacts sociaux-économiques de la mise en œuvre en Suisse des politiques visant à atteindre l'objectif "zéro émission" dans les secteurs chimiques restent mal connus. On ne dispose d'aucune information sur les potentiels obstacles administratifs à l'import de carburants et produits chimiques renouvelables (CPCR), ou sur les mesures politiques visant à encourager leur utilisation. L'évaluation de l'acceptation sociale de telles mesures politiques fait également défaut.

Le WP1 de reFuel.ch a pour tâche d'évaluer les mesures et les impacts socio-économiques et politiques en appliquant la perspective des sciences sociales et humaines, tout en visant à augmenter le niveau de préparation politique des technologies à haut TRL. Le projet garantit ainsi la mise en œuvre de solutions solides permettant de répondre durablement aux futures demandes de la Suisse en matière de carburants et de produits chimiques de base.

Les objectifs détaillés sont les suivants:

• Développer des instruments politiques pour permettre le déploiement de CPCR en Suisse.
• Quantifier les impacts socio-économiques de l'utilisation de CPCR en Suisse.
• Évaluer l'acceptation sociale des technologies et leurs impacts environnementaux et socio-économiques en Suisse.
• Évaluer l'acceptation par les agriculteurs concernant l'utilisation du fumier dans le système énergétique et identifier les contraintes juridiques et organisationnelles.

Sostituire i combustibili fossili con quelli rinnovabili può avere diversi impatti sulla società e l'economia svizzera. In alcuni settori, come l'aviazione, è disponibile una roadmap per lo sviluppo sostenibile che offre una prima valutazione degli incentivi forniti da questi mix di politiche. Tuttavia, non si conoscono gli impatti sociali ed economici complessivi dell'attuazione delle politiche svizzere volte al raggiungimento dell’obiettivo di emissioni nette pari a zero nel settor chimico. Non sono inoltre disponibili informazioni sulle potenziali barriere amministrative al l'importazione di combustibili sostenibili, né sulle misure politiche efficaci per promuovere l'uso di combustibili e di prodotti chimici intermedi sostenibili (CSPC). Neppure è stata effettuata una valutazione dell'accettazione sociale di tali misure politiche.

Il WP1 di reFuel.ch ha il compito di valutare misure ed impatti sociali, economici e politici attraverso la prospettiva delle scienze sociali, mirando ad aumentare la predisposizione politica all’introduzione di tecnologie con un alto livello di maturità tecnologica. In questo modo, il progetto mira a garantire l'implementazione di strategie per soddisfare la futura domanda svizzera di CSPC.

Gli obiettivi sono:

• Sviluppare adeguati strumenti di policy per consentire la diffusione di CSPC in Svizzera.
• Quantificare gli impatti socioeconomici dell'utilizzo di CSPC in Svizzera.
• Valutare l'accettazione sociale di diverse strategie tecnologiche ed i relativi impatti ambientali e socioeconomici in Svizzera.
• Valutare l'accettazione da parte degli agricoltori dell'uso di letame nel sistema energetico e identificare i vincoli legali e organizzativi.
