Es bestehen grundsätzlich verschiedene durch Ersatzeinkommen gedeckte Austrittsoptionen aus dem Arbeitsmarkt. Sie reichen von Krankentaggeldern über Arbeitslosenversicherung, Invalidenversicherung bis zu Sozialhilfe. International existieren unterschiedliche Muster, wie Ersatzeinkommen in Anspruch genommen werden, wobei davon ausgegangen wird, dass der Zugang zu den verschiedenen Quellen voneinander abhängig ist.

Das international komparative Projekt soll deskriptiv aus bestehenden Datensätzen und Übersichtsberichten den Stellenwert der schweizerischen IV im Kontext anderer Sicherungssysteme international vergleichend darstellen.

Die Schweiz verzeichnete in den letzten Jahren eine außerordentlich starke Zunahme der Anzahl der Invalidenrentner. In einem internationalen Vergleich auf Grundlage von OECD- Daten wird dieses Phänomen untersucht. Da sich die nationalen Systeme der sozialen Sicherung in ihrer institutionellen Ausgestaltung – auch und gerade mit Blick auf die Ab-grenzung und Zuordnung des Invaliditätsrisikos – unterscheiden, werden nicht nur die Invalidenversicherung, sondern alternative Systeme zum vorzeitigen Rückzug aus dem Erwerbsleben (vorzeitiger Ruhestand, Arbeitsunfälle, Arbeitsunfähigkeit, Arbeitslosigkeit und Armut/Bedürftigkeit) mit Bezug auf ihren Stellenwert und mögliche Substitutionsbeziehungen untereinander analysiert. Der Anteil der Bezieher von Invalidenrenten an der erwerbsfähigen Bevölkerung in der Schweiz ist im internationalen Vergleich unauffällig. Als zukünftige Hypothek für die Schweizer Invalidenversicherung erweist sich allerdings die starke Zunahme des Anteils jüngerer Altersgruppen und des Anteils psychischer Erkrankungen. Außer einer parallelen Entwicklung der Empfängerzahlen in der Arbeitslosen- und in der Invalidenversicherung lässt sich für die Schweiz kein systematischer Zusammenhang mit anderen Austrittsoptionen erkennen, während sich für andere Länder ausgeprägte Substitutionsbeziehungen zwischen Invalidenversicherung und anderen Zweigen des Systems der sozialen Sicherung feststellen lassen.

In recent years, the number of invalidity insurance pension recipients in Switzerland has risen dramatically. Based on an international comparison using OECD data, the present study investigates this phenomenon. There are considerable differences in the institutional design of the national social security systems studied here, particularly in relation to how social risks are allocated among its various branches. Consequently, the authors extend their investigation to all of the main branches of each of the national social security systems that deal, if only temporarily, with ill-heath early retirement (early retirement, occupational accidents, incapacity to work, unemployment and poverty/need) not only in terms of their relative weight but also of the scope for substitution between these options. Compared to other countries in the study, Switzerland does not have an exceptionally high share of invalidity insurance recipients. One aspect which may present a problem for the Swiss IV system in the future, though, is that the country has the highest share of individuals entering the system as a result of mental health problems. Added to this is the fact that the most dramatic rise has been in the younger age groups. If other options for labour market withdrawal are taken into account, the sole parallel fluctuations observed in Switzerland are in the number of unemployment and invalidity insurance benefit recipients. In contrast, there is evidence which suggests that in most of the other countries there is a substitution effect between invalidity insurance and some of the other options available.

La Suisse a enregistré ces dernières années une très forte augmentation du nombre de bénéficiaires de rente d’invalidité. Le présent travail examine ce phénomène à l’aide d’une comparaison internationale fondée sur des données de l’OCDE. Etant donné que les systèmes nationaux de protection sociale diffèrent les uns des autres dans leur organisation institutionnelle – et notamment dans la définition du risque d’invalidité et sa place à l’intérieur du système –, l’analyse a porté non seulement sur l’assurance-invalidité, mais aussi sur les autres branches qui s’offrent comme option aux personnes devant se retirer prématurément du marché du travail (retraite anticipée, accident de travail, incapacité de travail, chômage, ou pauvreté/indigence), étudiant leur importance relative et les relations de substitution possibles entre ces options.
La Suisse ne se distingue pas, en comparaison internationale, par un pourcentage élevé de bénéficiaires de rente d’invalidité par rapport à l’ensemble de la population active. L’assurance-invalidité suisse devra cependant supporter à l’avenir l’hypothèque que représente la forte augmentation, parmi les allocataires, du pourcentage des groupes d’âge les plus jeunes ainsi que des malades psychiques. S’agissant des liens systématiques entre l’assurance-invalidité et d’autres options de sortie, on n’en distingue aucun pour la Suisse – mis à part une évolution parallèle du nombre d’allocataires dans l’assurance-chômage et dans l’AI –, alors que dans d’autres pays on observe des rapports de substitution marqués entre l’assurance-invalidité et d’autres branches du système de protection sociale.

Negli ultimi anni si è registrato in Svizzera un aumento notevolmente forte del numero di beneficiari di rendite d’invalidità. Lo studio analizza questo fenomeno nel quadro di un confronto internazionale poggiandosi sui dati dell’OCSE. Siccome i sistemi nazionali di sicurezza sociale presentano differenze per quanto riguarda l’organizzazione istituzionale e segnatamente la definizione e l’attribuzione del rischio d’invalidità, l’analisi non prende in considerazione unicamente l’assicurazione invalidità, bensì anche altri sistemi che permettono un ritiro anticipato dall’attività lucrativa (mediante il pensionamento anticipato o per infortunio professionale, incapacità lavorativa, disoccupazione, povertà / situazione di bisogno), ponendo l’accento sulla loro importanza e sui possibili rapporti di sostituzione tra le diverse opzioni. Paragonata ai valori registrati a livello internazionale, nel nostro Paese la quota di beneficiari di rendite d’invalidità rispetto alla popolazione in età lavorativa è moderata. Tuttavia, visti il forte aumento della percentuale d’invalidi nei gruppi di età più giovani e l’aumento delle malattie psichiche tra le cause d’invalidità, in futuro sull’assicurazione federale per l’invalidità graverà un’ipoteca. Se in altri Paesi si possono osservare marcati rapporti di sostituzione tra l’assicurazione invalidità e altri rami del sistema di sicurezza sociale, in Svizzera si constata soltanto un’evoluzione parallela dell’assicurazione invalidità e dell’assicurazione contro la disoccupazione e non vi è dunque alcun nesso sistematico con altre opzioni di uscita.
